This is one of the contents to implement Resolution No. 38/NQ-CP dated April 2, 2024 of the Government and Plan No. 206-KH/TU dated April 1, 2024 of the Standing Committee of the Hai Duong Provincial Party Committee on innovating the organization and management system, improving the quality and efficiency of public service units. According to the proposal of the Department of Home Affairs, the goal by 2025, the province strives to reduce at least 4.7% of industrial service units compared to 2023 (equivalent to 52 units), strives for 20% of financially autonomous units, reduces an average of 10% of direct expenditure from the State budget for public service units compared to the period 2026-2020...
To achieve the above goal, the Department of Home Affairs advises on the arrangement of public units under the People's Committees of districts, cities and towns. Including merging the Cultural-Sports Center with the District Radio Station; arranging primary and secondary schools in communes, wards and towns that will be merged in the period of 2023-2025; arranging to ensure that each ward, commune and town has 1 medical station.
Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, emphasized that developing a plan to arrange and merge public service units is a difficult and big task because it directly affects the quality of services serving people's lives. Therefore, the plan must be based on reality and ensure feasibility.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Department of Home Affairs to coordinate with agencies, units and localities to carefully assess the current situation and impact of the merger, not to implement it one-way and mechanically. The merger plan must be specific to each category and implementation roadmap. Particularly for merged units in the education sector, the Departments of Home Affairs and Education and Training must carefully review, not to let the merger affect the quality of education. If there are any difficulties or problems during the implementation process, it is necessary to promptly report to the Provincial People's Committee for timely guidance.
The June meeting of the Provincial People's Committee (9th time) also considered the following reports and submissions:
- Review the implementation of public investment projects in the area and solutions to remove difficulties and obstacles.
- Adjust the medium-term public investment plan for the 2021-2025 period, the 2024 public investment plan, allocate public investment capital; investment policies, adjust investment policies for a number of public investment projects.
- Proposal to request the Provincial People's Council to issue a Resolution amending and supplementing a number of contents regulating collection levels, collection, payment, management and use of fees and charges as prescribed in Resolution No. 17/2016/NQ-HDND dated October 5, 2016, Resolution No. 05/2023/NQ-HDND, Resolution No. 06/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council.
- Report on the issuance of a Resolution on approval of land recovery, allowing the conversion of additional rice-growing land use purposes in 2024 to implement projects and works in the province.
- Report on the issuance of a Resolution on supporting funding for surveying, adjusting land records, and issuing and reissuing land use right certificates for households and individuals who donate land use rights for the construction of public works but have not yet conducted surveying, adjusting, and reissuing land use right certificates.
- Results of housing support for people with revolutionary contributions; current situation and housing needs of people with revolutionary contributions, the poor and disadvantaged people in society according to central direction.
- Consulting on solutions to improve the quality of surface water sources, improve the quality of water supply management for daily life and production, and the roadmap and priority order of investment in water supply projects in areas and localities in the province.
- Develop an Action Plan of the Provincial People's Committee to implement Resolution 41-NQ/TW, dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.
- Implementing the investment project of Logistics Service Center, Petroleum and Goods Port, Petroleum Depot and Commercial Service Area in Minh Hoa Commune (Kinh Mon) and the Project of building Lac Viet International Hospital (Chi Linh).
- Report on acceptance and handover of the final settlement of the Hai Duong Provincial General Hospital Project (new).
- Report on repair and maintenance of the Provincial Inspectorate's office building on Truong Chinh Street (Hai Duong City)
- Report on 4C zoning plan (zoning of the area south of Ring Road I) Hai Duong City, scale 1/2000.
-Report on the project to adjust the detailed construction planning of Ngoc Son residential area in Ngoc Son commune (Hai Duong city).
- Report on the progress of the master plan of Chi Linh city and the construction zoning plan in the area.
- Report on converting forest land to other purposes to implement the Project of exploiting soil and stone for common construction materials at Ong Sao hill (Chi Linh).
- Proposal for approval of specific land price plan as basis for calculating annual land rent when the State leases land to APT-Seraphin Hai Duong Environmental Joint Stock Company in Viet Hong commune (Thanh Ha).
- Proposed solution to the request of Minh Dang HD Construction Investment Joint Stock Company.
- Implementation plan for established industrial clusters associated with the North-South axis route in Ninh Giang district
