
The remaining unallocated capital plan is 614.7 billion VND (central budget 106.9 billion VND from the national target program and provincial budget 508.2 billion VND).
The reason for not being able to allocate this capital is that the projects have not completed investment procedures, so they do not meet the conditions for detailed allocation according to regulations. The national target program for new rural construction needs to reserve resources to allocate to implement the content of the specialized program that has not yet met the conditions for allocation.
According to Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment, with the remaining unallocated capital of the provincial budget in 2024, this agency has requested sectors, units and localities (Provincial Ethnic Committee, Provincial Military Command, Department of Culture, Sports and Tourism, Department of Agriculture and Rural Development, Department of Education and Training, Provincial Construction Investment Management Board, Provincial Traffic Construction Investment Project Management Board, Quang Nam College, Quang Nam Medical College and Quang Nam Employment Service Center) to urgently focus on completing investment procedures for projects assigned as investors, in order to ensure sufficient conditions for capital allocation.
If by May 31, 2024, the tasks and projects do not meet the conditions for capital allocation, the Department of Planning and Investment will advise the Provincial People's Committee to report to the Provincial People's Council to consider cutting the capital plan and transferring additional capital to other projects in need. This is to complete the allocation of the remaining capital plan, speeding up the capital disbursement progress in 2024.
