By the end of 2024, Ho Chi Minh City has decided to disburse all 30,000 billion VND in compensation for site clearance.

The Chairman of the Ho Chi Minh City People's Committee directed relevant units to focus all resources to disburse 30,000 billion VND in compensation and site clearance.

The Office of the Ho Chi Minh City People's Committee has just announced the Conclusion of Chairman of the City People's Committee Phan Van Mai at the 5th meeting of the Standing Committee of the Steering Committee for key projects and works of the City and the public investment meeting.

Accordingly, for the group of projects related to compensation, site clearance and land, Mr. Mai requested that before October 18, the Department of Natural Resources and Environment urgently implement the proposal to assign specific tasks to each implementing unit to ensure that in 2024, 28,000 - 30,000 billion VND in site clearance compensation is disbursed; advise and propose to the City People's Committee.

The Department of Natural Resources and Environment also needs to proactively guide districts, towns, and Thu Duc City on changes in land law regulations; at the same time, closely monitor and promptly remove difficulties and obstacles in compensation and site clearance work of localities related to the project.

He also requested relevant units to focus all resources to disburse 30,000 billion VND in compensation and site clearance work.

Previously, at the 33rd Conference of the Executive Committee of the Ho Chi Minh City Party Committee, term XI, Chairman of the City People's Committee Phan Van Mai also said that the City will focus on clearing the Xuyen Tam canal (Binh Thanh, Go Vap) with 12,976 billion VND, the North bank project of Doi canal (District 8) with 5,092 billion VND and 2 sections of Ring Road 2 (Thu Duc City) with 7,600 billion VND and other projects.

“After reviewing, we can disburse about VND28,000 billion for this group,” he said.

Regarding monitoring the project implementation process on the public investment management software system, the head of the City government requested investors to seriously review and make specific plans for detailed tasks in project implementation and disbursement plans according to the capital plan expected to be assigned for the whole year of 2024.

Update the disbursement plan until January 31, 2025 for each project on the public investment management software system of the Department of Planning and Investment.

The City People's Committee assigned heads of units, in addition to focusing on directing the handling of administrative procedures, shortening the procedure time according to the direction of the City People's Committee, to daily monitor and direct the complete handling of all outstanding tasks recorded on the software system and update the settlement results on the system for projects with planning problems.

The Office of the City People's Committee shall advise and propose urgent processing of documents for key projects within 3 working days from the date of receipt of the document; coordinate with the Department of Planning and Investment to advise and propose to the City People's Committee the contents that need to be submitted to the City People's Council in the nearest sessions to ensure adequate capital allocation and flexible regulation of capital plans to serve the disbursement task.

As of September 30, the total disbursed capital was VND 15,987 billion, reaching 20.2% of the total public investment capital assigned by the Prime Minister.

Regarding the reason for the slow disbursement of public investment capital, Mr. Pham Tuan Anh, representative of the Department of Planning and Investment, said that the City was assigned 249,000 billion VND for medium-term public investment in 2021 - 2025, of which 49% of the capital was allocated mid-term.

Normally, capital allocation must be made at the beginning of the period, however, when the City implemented Resolution 98, the City was given an additional VND 107,000 billion at the end of 2023. Most of the projects using this capital are in the process of implementing procedures, and it is not yet time to disburse a large amount of money.

In addition, when the Land Law comes into effect, it will also greatly affect the progress of site clearance for projects. Of the 79,000 billion VND of public investment capital in 2024 of the City, 33,000 billion VND will be for site clearance.

Since the beginning of 2024, the City has been preparing procedures to disburse funds for site clearance in the third quarter. However, when the Land Law took effect on August 1, the city had to stop to adjust the total investment of the projects due to increased site clearance costs.

In addition, procedural and legal problems; projects having to stop to adjust planning; new regulations on bidding... are also the reasons for the slow disbursement of public investment capital in Ho Chi Minh City. Some projects related to inspection, examination, investigation, prosecution, and trial also affect the psychology of investors as well as the implementation procedures, affecting the disbursement progress.
