Proposal to use funding to support private sector enterprises to conduct sustainable business

The Ministry of Finance is seeking comments on the draft Circular guiding the mechanism for management and use of state budget funds to implement the "Program to support private sector enterprises in sustainable business for the period 2022 - 2025" issued together with Decision No. 167/QD-TTg dated February 8, 2022 of the Prime Minister (Program 167).

Supporting private sector businesses to operate sustainably

The draft clearly states the principles for managing and using state budget funds to implement Program 167. Accordingly, the process of preparing, deciding, assigning estimates, implementing, accounting, auditing, and finalizing state budget funds to implement Program 167 must comply with the law on state budget, Resolutions of the National Assembly, Resolutions of the Government, documents guiding implementation, and relevant legal documents; ensuring practicality, efficiency, feasibility, savings, no duplication of activities, and maximum integration into other programs with objectives consistent with Program 167; ensuring correct objects, expenditure contents, expenditure norms, and support levels as prescribed in relevant legal documents.

Agencies and units managing and using funds to implement Program 167 are responsible before the law for compliance with the provisions of this Circular; the rationality, validity, efficiency and economy in the use of funds; the honesty, accuracy, transparency and legality of related records and documents; collection, expenditure, accounting, settlement and archiving of records in accordance with the prescribed regime.

Developing an ecosystem to support sustainable business

According to the draft, the expenditure contents include:

Developing documents on sustainable business including: a toolkit for assessing sustainable business models; press and publishing publications (programs, columns, skits, memoirs, articles); documents and publications in the form of literary and artistic works (paintings, posters, banners, slogans, electronic boards); documents and publications in the form of television programs.

Organize conferences, seminars, and discussions in direct or online formats, or a combination of both direct and online, to share information, experience, and good practices on sustainable business and sustainable business models, provide training, guidance, and disseminate regulatory documents; connect sustainable business enterprises with credit institutions, investors, and connect organizations, experts, and typical successful enterprises domestically and internationally.

Organize training courses to improve awareness and qualifications of staff, civil servants and public employees working in support and management of sustainable business.

Building a network of consultants to support small and medium enterprises to do sustainable business.

Expenditure level: Document development: implemented according to the provisions of Circular No. 76/2018/TT-BTC of the Ministry of Finance guiding the content and expenditure levels for developing training programs, compiling course textbooks for higher education, vocational education and regulations on economic and technical norms in the field of information and communication issued by the Ministry of Information and Communications and related legal documents.

Expenses for organizing conferences, seminars, and talks: Implemented according to regulations in Circular No. 40/2017/TT-BTC of the Ministry of Finance regulating business trip expenses and conference expenses.

Expenditure level for organizing training courses to raise awareness and qualifications of cadres, civil servants and public employees working in support and management of sustainable business: implemented according to the provisions of Circular No. 36/2018/TT-BTC of the Ministry of Finance guiding the preparation of estimates, management, use and settlement of funds for training and fostering cadres, civil servants and public employees; Circular No. 06/2023/TT-BTC amending and supplementing a number of articles of Circular No. 36/2018/TT-BTC.

Expenditure level for building a network of consultants to support small and medium-sized enterprises in sustainable business: implemented according to the provisions of Point d, Clause 1, Article 13 of Decree No. 80/2021/ND-CP and Article 11, Clause 2, Article 14 of Circular No. 52/2023/TT-BTC of the Ministry of Finance guiding the mechanism for using state budget funds for regular expenditure to support small and medium-sized enterprises.
