Mr. Nguyen Cao Tri's Dai Ninh project proposal is out of the priority list.

Lam Dong Department of Finance has just sent a document to the Department of Planning and Investment of this province, asking for opinions on the Dai Ninh Urban Area for Trade, Tourism and Ecological Resort project (Dai Ninh project).

Specifically, the Ministry of Public Security's Investigation Police Agency and the Central Inspection Committee are investigating and examining a number of issues related to the Dai Ninh project. On March 20, the Provincial People's Committee issued a document on the inspection, review, and proposed handling of this project.

In which, the Department of Natural Resources and Environment of Lam Dong province is assigned to base on current legal regulations of the Land Law and Investment Law on conditions and legal basis for land recovery and project recovery (the Department of Natural Resources and Environment of the province is implementing).

Lam Dong Provincial Department of Finance assessed that the conditions for implementing the project in the 2020-2025 term are not feasible. Therefore, this agency requested the Provincial Department of Planning and Investment to report and propose to the Provincial People's Committee to submit to the Provincial Party Committee Executive Committee and the Provincial Party Standing Committee to consider removing the Dai Ninh urban area project from the list of key projects of the province in the 2020-2025 term.

The Dai Ninh project covers an area of ​​nearly 3,600 hectares, spanning four communes: Phu Hoi, Ninh Gia, Ta Hine and Ninh Loan in Duc Trong district. The project encompasses Dai Ninh Lake - a place known as a miniature Ha Long Bay in Duc Trong district. Although the investment certificate was granted in late 2010, after 13 years, the project remains unfinished.

Mr. Nguyen Cao Tri bought back shares of Saigon Dai Ninh Tourism Investment Joint Stock Company (project investor) and has been the legal representative since 2021. After that, Mr. Tri agreed to sell 100% of the company's capital to Ms. Truong My Lan - Chairman of Van Thinh Phat.

Earlier this year, the People's Committee of Duc Trong District (Lam Dong) reported on the progress of this project. Accordingly, the project has completed a number of procedures and built a number of architectural works, leveled roads and spread gravel on some road sections. The invested capital is 2,296 billion VND, accounting for 9% of the total investment.

In addition, Duc Trong District People's Committee also issued a document on strengthening the management and protection of forests and forest land and strictly handling violations in the area managed by Saigon - Dai Ninh Company.

The District People's Committee requests the enterprise to promptly establish records to handle violations according to the report of the Forest Protection Department to transfer to competent authorities for handling in accordance with regulations; strengthen management and protection work, absolutely do not let people continue to impact and use land for improper purposes in the above-mentioned area and in the assigned forest area for management.

In relation to this project, many leaders of Lam Dong province have been involved in legal trouble.

Mr. Tran Van Hiep, Chairman of the Provincial People's Committee, was prosecuted and temporarily detained. During the investigation, the authorities determined that Mr. Tran Van Hiep, Chairman of the Lam Dong Provincial People's Committee, had accepted bribes related to the Dai Ninh urban commercial, tourism, and ecological resort project.

Mr. Tran Duc Quan, Secretary of Lam Dong Provincial Party Committee, was prosecuted and temporarily detained to investigate violations related to the project. Mr. Nguyen Ngoc Anh, Chief Inspector of Lam Dong Province, was also arrested to investigate the crime of accepting bribes.

Ms. Tran Bich Ngoc, Director of the Department of Monitoring Inspection, Handling of Complaints and Denunciations, Prevention and Combat of Corruption, Smuggling, Trade Fraud and Counterfeit Goods (Department I) of the Government Office, was also accused of Abusing Position and Power while Performing Official Duty.
