Proposal to adjust the Central Region Linkage Project of Quang Nam province

Quang Nam Provincial People's Committee also proposed to increase the total investment and capital allocation time for the Central Region Linkage Project of Quang Nam province until 2026.

The People's Committee of Quang Nam province has just requested a number of ministries and branches to consider giving their opinions on adjusting the total investment level of the central budget's counterpart fund, adjusting the project implementation time, and extending the Loan Agreement for the Central Region Linkage Project of Quang Nam province.

According to the Provincial People's Committee, the Central Region Linkage Project of Quang Nam Province is one of the province's key projects, which has been approved by the Steering Committee for Compensation and Site Clearance for Key Projects in the Province for the 2021-2025 period and is directly directed by the Provincial Party Secretary. This is one of the completed projects to welcome the 23rd Provincial Party Congress, term 2025-2030.

In addition, all project activities have been and are being implemented. In which, the construction package for the traffic part is under construction; the construction package for the lighting part has not selected a contractor due to price fluctuations exceeding the approved total investment; the People's Committees of the project districts are speeding up the implementation of compensation and site clearance to hand over the site, but the increased cost exceeds the total investment, so there is no basis for implementation of the arising part, affecting the progress and interrupting some project implementation work.

To ensure the legal basis for continuing to organize the implementation of the next steps to meet the project's objectives and the effectiveness of the loan, the Provincial People's Committee requests the Ministry of Planning and Investment and the Ministry of Finance to consider and give opinions on adjusting the total investment level of the central budget's counterpart capital, adjusting the project implementation time, and extending the Loan Agreement for the Central Region Linkage Project in Quang Nam province.

Specifically, the Provincial People's Committee proposed to adjust the total investment up. Accordingly, the approved total investment is 34.514 million USD, equivalent to 768,074,556 million VND. The adjusted total investment is 13.110 million USD, equivalent to 291,750,642 million VND. The adjusted total investment is 47.624 million USD, equivalent to 1,059,825,198 million VND.

ODA capital of 25.474 million USD, equivalent to 566,898,396 million VND, is lent by the Korean Government through the Economic Development Cooperation Fund (EDCF). There is no increase from this capital source. State budget counterpart capital of 22.150 million USD, equivalent to 492,926,802 million VND (including 291,750,642 million VND of the project's increase adjustment).

ODA capital is 25,474 million USD, equivalent to 566,898,396 million VND. This capital is not adjusted, still maintained according to Decision No. 1506/QDTTg dated October 6, 2017 of the Prime Minister.

State budget counterpart capital is 22.150 million USD, equivalent to 492,926,802 million VND, including: Central budget 11.093 million USD, equivalent to 246,864,475 million VND; provincial budget 11.057 million USD, equivalent to 246,062,333 million VND. Of which, state budget counterpart capital increased by 13.110 million USD, equivalent to 291,750,642 million VND, including: Central budget increased by 7.036 million USD, equivalent to 156,579,997 million VND; provincial budget increased by 6.074 million USD, equivalent to 135,170,651 million VND.

Regarding the central budget counterpart capital, after the Ministry of Planning and Investment and the Ministry of Finance agree on the policy of adjusting the increase of the central budget counterpart capital for the project, the Provincial People's Committee will report to the Ministry of Planning and Investment and the Ministry of Finance to synthesize and advise competent authorities to transfer from projects that are not in need of use under the medium-term public investment plan for the period 2021 - 2025 to supplement the Central Region Linkage Project of Quang Nam province.

Specifically, the Cu Lao Cham Island National Defense and Security Infrastructure Project has a medium-term plan for the period 2021 - 2025 of 43,726 million VND, of which 28,490 million VND has been allocated and disbursed, the remaining 15,236 million VND is not needed, because the project's capital allocation period has expired.

On July 22, 2024, the Provincial People's Committee issued Report No. 152/BC-UBND to the Ministry of Planning and Investment and the Ministry of Finance, requesting to synthesize and advise competent authorities to adjust and reduce the capital plan for the period 2021 - 2025 for projects that are not in need of use under the medium-term public investment plan for the period 2021 - 2025, to supplement projects with an implementation period of VND 211,171 million.

The Provincial People's Committee will review and report to the Ministry of Planning and Investment and the Ministry of Finance to synthesize and advise competent authorities to decide to adjust and reduce the medium-term capital plan for the period 2021 - 2025 of these projects, to supplement the Central Region Linkage Project of Quang Nam province with 141,343 million VND. The reduced capital plan of these projects will be supplemented in the medium-term public investment plan for the period 2026 - 2023. The project implementation period is from 20206 to 2026.

Quang Nam Provincial People's Committee also proposed the time to allocate capital for the Central Region Linkage Project in Quang Nam province until 2026; extend the Loan Agreement until December 31, 2026.
