Proposal to invest in a 200 million USD Data Center in Quan Ngang Industrial Park

This morning, December 27, Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a meeting to listen to TRLC Company Limited and the Provincial Economic Zone Management Board report on the investment proposal for the Data Center Project at TRLC Factory Area in Quan Ngang Industrial Park.

The investor representative said that data centers are currently concentrated in major cities such as Ho Chi Minh City, Hanoi, and Da Nang. Quang Tri was chosen to invest in a data center because of its prime location, as a bridge between the North and the South, on the East-West Economic Corridor, making it convenient for regional and international connections.

Accordingly, the investor proposed to build a Data Center in Quan Ngang Industrial Park with a total investment of 200 million USD, with the purpose of providing data services; renting the entire 9.83 ha area and infrastructure of TRLC Company Limited to implement the project.

Head of the Provincial Economic Zone Management Board Pham Ngoc Minh said that the board supports the project, however, according to the detailed planning for the construction of Quan Ngang Industrial Park Phase 1 and Phase 2, the location of the TRLC Factory Project belongs to the planning of industrial land for mechanical engineering, machine manufacturing and metal production. While the goal of the data center project is to provide data services, there is concern that it is not suitable. Therefore, it is proposed to adjust the planning to match the project's goals.

The TRLC Factory Project in Quan Ngang Industrial Park has a total investment capital of 150 billion VND, with a land area of ​​9.83 hectares. Regarding progress, construction will be completed by the third quarter of 2026 and the project will be put into operation. By the fourth quarter of 2026, attracting secondary investment projects to fill 100% of the project's land area, putting the entire project into operation and exploitation. Currently, the investor is completing land lease procedures and related documents to be leased land, granted a construction permit to implement the project; construction investment on the land has not been implemented yet.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed that the province shares and creates all favorable conditions for investors to attract secondary investors, as well as complete procedures to speed up the construction progress of the remaining items. If the province supports, investors also need to be determined.

Regarding the proposal for the Data Center project, the Acting Chairman of the Provincial People's Committee welcomed and fully supported, providing maximum incentives for the project to be implemented. However, the investor needs to have a project feasibility study report soon to carry out the next procedures.

The Provincial Economic Zone Management Board shall coordinate with the Department of Information and Communications and the Department of Science and Technology to guide investors to quickly carry out procedures according to regulations.

Investors are requested to coordinate closely with departments, branches and sectors to complete procedures soon. By March 30, 2025, investors must complete the documents so that the province can issue investment policies in early April 2025.

Regarding the problem of land use for projects, the Acting Chairman of the Provincial People's Committee assigned the Provincial Economic Zone Management Board to locally adjust the planning of multi-industry industrial land in the industrial park to facilitate investment attraction in the future.
