According to the proposal, the elevated road along National Highway 51 from Vung Tau intersection to Gate 11 is expected to be invested in the form of public-private partnership (PPP) at a cost of VND12,800 billion.
On January 2, Dong Nai province leaders had a working session with relevant departments and Ho Chi Minh City Infrastructure Investment Joint Stock Company to listen to a report proposing the idea of an elevated road project along National Highway 51 from Vung Tau intersection to Gate 11.

According to the proposal of Ho Chi Minh City Infrastructure Investment Joint Stock Company, the elevated road along National Highway 51 from Vung Tau intersection to Gate 11 includes 3 items.
Including the construction of the Vung Tau intersection; construction of a direct overpass on National Highway 1, the section avoiding Bien Hoa city, and construction of an elevated road along National Highway 51.
The project is invested in the form of public-private partnership (PPP) with a total investment of more than 12,800 billion VND.
For the construction of the elevated road along Highway 51, the length is about 5.5km. The starting point of the road is at the Vung Tau intersection and the end point is at the Gate 11 intersection. The elevated road is built according to the standards of urban main roads, with a design speed of 80km/h and a scale of 6 lanes.
Concluding the meeting, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that the investment to complete the two intersections of Vung Tau and Gate 11 is very necessary and urgent. Because in reality, the traffic volume on National Highway 51 is very large. Many sections often experience traffic congestion.

Furthermore, in 2026, when the Bien Hoa - Vung Tau expressway is put into operation, the traffic volume at the two intersections on National Highway 51 will be even greater.
Mr. Duc also said that the Provincial People's Committee has sent a document to the Ministry of Transport regarding investment in completing the two intersections of Vung Tau and Gate 11, but the Ministry said it has not yet arranged capital for the project until 2030.
Meanwhile, the provincial budget is focusing on investing in expressways and beltways with the central government, so it is also very difficult. Therefore, the province welcomes the proposal of Ho Chi Minh City Infrastructure Investment Joint Stock Company to implement the project under the PPP form.
However, the proposed project investment still faces legal problems, so Chairman of the Provincial People's Committee Vo Tan Duc assigned the Department of Transport to arrange a working schedule between provincial leaders and the Ministry of Transport to resolve legal difficulties and problems.
The Department of Construction coordinated with the Department of Transport and Bien Hoa City to update the scale of the two intersections of Vung Tau and Gate 11 into the planning, in which the Gate 11 intersection was updated according to the scale of the completion stage. Bien Hoa City updated the master plan for the elevated road along Highway 51.
Chairman of the Provincial People's Committee Vo Tan Duc also requested the project proposal unit to coordinate with the Department of Natural Resources and Environment to review and recalculate the cost of site clearance for the project.
