On the morning of November 9, giving his opinion in the discussion group about the draft Law on Teachers, delegate Hoang Van Cuong (Hanoi) said that the drafted content of the draft law was quite complete and perfect.

Teachers' summer vacation is not a "vacation"

However, proposing to add some content, in which the bill stipulates that teachers have summer vacation standards, Mr. Cuong said that it is necessary to determine that summer vacation is not "vacation", but it is necessary to stipulate that summer vacation is for training, improving qualifications, and participating in community activities.

For teachers at universities, Mr. Cuong pointed out that scientific research is a subject that is no less important than teaching.

He cited that in the world, most inventions, innovations, and Nobel Prizes are at universities, so this content needs to clearly define the responsibilities of teachers and schools.

However, it is necessary to clarify the responsibility of society in creating conditions, as well as having preferential mechanisms for teachers to conduct scientific research, such as considering tax issues. Because currently, most scientific research is still subject to tax.

Another content, Mr. Cuong said that teachers must have the responsibility and mandatory obligation to self-train and improve their qualifications.

To have this obligation, there must be conditions such as educational agencies and organizations, including non-public ones, must have a mandatory fund to train teachers, not "just pay salaries and that's it".

Regarding the points that teachers are not allowed to do, Mr. Cuong informed that the bill has given 6 points but he thinks that they need to be supplemented and regulated more strictly.

In it, he proposed that teachers should not directly or indirectly engage in certain business activities.

“It may not be bad, but business teachers will not be able to ensure standards. For example, should teachers open a game shop? Or should teachers sell insurance, then hold parent-teacher meetings and then sell to parents?

Some activities must be restricted and teachers must not participate. This may not be regulated by law but must be recorded in local and school regulations,” Mr. Cuong added.

He added that the bill prohibits teachers from forcing students to take extra classes in any form. However, this content is not really appropriate and it is proposed to be revised to "prohibit teachers from forcing students to take extra classes for personal gain".

The bill prohibits teachers from forcing students to pay money. Mr. Cuong believes that this should not be regulated because sometimes, even without being forced, students will still pay in "very clever and subtle" ways.

Therefore, he proposed to amend the regulation to "as a teacher, it is forbidden to receive money from students in any form".

“As a teacher, accepting money from students is not acceptable. But if you have finished your studies and left the school, you can do so freely. I have found this to be very true from my own experience. Therefore, accepting money in any form should be prohibited, not forced,” Mr. Cuong added.

Proposal to add more subjects to attract to become teachers

Regarding the policy of attracting teachers, delegate Thai Van Thanh (Nghe An) proposed adding 2 subjects.

Specifically, high school students with excellent academic performance and winners of national and international excellent student awards are admitted directly into the education sector; excellent university graduates are retained at the school as lecturers.

These teams will contribute to improving the quality of education, the quality of human resource training at all levels, grades and the national education system.

Regarding the regime and policies for teachers, he suggested clearly defining the resources to implement policies for teachers (such as salaries, allowances, attraction and incentives, etc.), and the resources of the central and local governments to ensure the law is feasible and effective.

Regarding teacher recruitment, delegate Chau Quynh Dao (Kien Giang) pointed out the paradox that the recruiter is not the person directly employing the teacher. Specifically, the internal affairs sector recruits teachers, while the education sector that employs teachers is not in charge of recruitment.

On the other hand, the education sector in many provinces has said there is a shortage of teachers but has not been proactive in coordinating from places with surplus to places with shortage, while localities are also facing this problem.

Therefore, she suggested that the local education sector should be responsible for recruiting teachers so that they can grasp the actual requirements and proactively mobilize and rotate them, thereby contributing to solving the problem of local teacher surplus and shortage.
