The Ministry of Home Affairs proposed to remove the regulation on exams for promotion of civil servant professional titles, only keeping the form of promotion consideration to reduce the burden of exams.
The draft Decree amending and supplementing regulations on cadres, civil servants and public employees is being consulted by the Ministry of Home Affairs with a number of agencies before being submitted to the Government.
According to current regulations, there are two forms of promotion of civil servant professional titles: examination and review. This is under the authority of specialized management ministries and civil servant management agencies.
However, the Ministry of Home Affairs said that the examination for promotion of professional titles of civil servants has encountered many difficulties in the past. The ministries managing specialized professional titles have been slow to issue circulars regulating the content and form of examinations and promotion, leading to delays in organization and affecting the rights of civil servants.
From 2012 to 2018, only 6 ministries organized exams or considered promotions for civil servants. Localities mainly sent civil servants to take exams organized by the ministry; only Hanoi organized exams. Titles such as architect, accountant, surveyor, land surveyor, and director were not tested.

The condition for civil servants to take the exam is to have a certificate of professional title training, while many titles do not have training programs and courses. Therefore, many civil servant promotion exams are not held.
According to the Ministry of Home Affairs, the exams are not yet linked to the requirements of improving the quality of civil servants because the content is still formal, not close to the job position and the specific work of each professional title.
The system of job positions, the structure of civil servants according to professional titles, the description and competency framework of civil servants' job positions are not complete. This leads to the fact that civil servants before and after being promoted do not have any change in work, quality of task performance as well as differences in capacity and qualifications when being appointed to a higher professional title. The current promotion of civil servants mainly addresses the salary and income regime.
With a large number of civil servants (about 1.8 million), working in many professions and fields across the country, organizing annual promotion exams is costly; in some places, violations and negativity occur.
Based on the above situation, the Ministry of Home Affairs believes that when salary reform and related regulations have not been implemented and synchronously revised, it is necessary to abolish the examination and only maintain the form of civil servant promotion. In the process of summarizing the implementation and revision of the Law on Cadres, Civil Servants and the Law on Public Employees, the Ministry will continue to propose comprehensive solutions to manage and improve the quality of civil servants.
In the draft Decree, the Ministry of Home Affairs also proposed decentralizing the authority to organize exams to promote civil servants and promote professional titles of public employees .
Specifically, the civil servant management agency is decentralized based on the list of job positions and the civil servant rank structure to organize exams to promote from staff to officer, officer to specialist, specialist to senior specialist without needing the opinion of the Ministry of Home Affairs or the Central Organization Committee.
The civil servant management agency shall preside over the consideration of promotion of grade 1 professional titles and the appointment and salary classification of type A3 civil servants without consulting the Ministry of Home Affairs. The consideration of promotion of grade 2 and 3 professional titles shall be assigned to the agency with the authority to recruit.
