On November 3, the delegation of the National Assembly Economic Committee led by Mr. Nguyen Minh Son - Deputy Chairman, had a working session in Khanh Hoa province on issues related to the North - South high-speed railway project. Attending were Deputy Minister of Transport Nguyen Danh Huy, leaders of the People's Committees of Ninh Thuan, Binh Thuan, Dong Nai provinces and Ho Chi Minh City.

At the meeting, the leaders of the People's Committees of Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai and Ho Chi Minh City highly agreed with the policy of building a high-speed railway of the Party, Government and State. At the same time, they requested that competent authorities pay attention to building a common land price framework, bordering locations between provinces to unify compensation prices, focusing on building resettlement areas and material sources.

Regarding local opinions on passenger station locations, Deputy Minister Nguyen Danh Huy said: Only urban areas with a population of 500,000 or more will have stations, and on routes passing through 20 provinces and cities, each locality must have at least one station. For locations that need to be connected to other modes of transport, stations must be located, because the speed of the trains is very high, so the distance between stations must not be too close.

Acknowledging the proposal of the Khanh Hoa Provincial People's Committee on planning potential stations in the southern region of the locality, Deputy Minister Nguyen Danh Huy said: During the exploitation phase, when urban areas are formed, the economic center will have enough conditions to evaluate and consider adding stations. The investment in these additional stations will be prioritized in the direction of mobilizing social resources. Regarding resettlement, the Ministry of Transport has submitted to the National Assembly a request for capital allocation to clear the land and build when resettlement occurs first.

Deputy Minister Nguyen Danh Huy also said: The Ministry of Transport's viewpoint is to only build overpasses through areas that separate residential communities and flood escape locations. In favorable terrain locations, the land foundation will still be built to ensure investment efficiency and save budget. "The North-South high-speed railway project is considered a national key project that will bring great value to the country's economic development. Thereby contributing to ensuring national defense and security, optimizing the transport market structure and reducing logistics costs," Deputy Minister Nguyen Danh Huy shared.

Concluding the meeting, Mr. Nguyen Minh Son - Deputy Chairman of the National Assembly Economic Committee, said: The Party Central Committee has agreed on the investment policy for the entire high-speed railway project (350 km/h) on the North-South axis with the spirit of urgent direction and determination to implement the project. The National Assembly Economic Committee will closely coordinate with the Ministry of Transport to review and evaluate appropriate investment options, in terms of design speed, transport capacity, investment scale, exploitation options, route direction, station location, standard framework, technology, etc. to complete the investment option to ensure feasibility, savings and efficiency.

It is known that the high-speed railway project on the North-South axis from Khanh Hoa province to Ho Chi Minh City has a length of about 360km. The section through Khanh Hoa province alone is about 130km long, passing through Ninh Hoa town, Nha Trang city, Cam Ranh city and Van Ninh and Dien Khanh districts. The starting point of the route is in Dai Lanh commune (Van Ninh district) and the end point is in Cam Thinh Tay commune (Cam Ranh city).

In 2018, Khanh Hoa Provincial People's Committee agreed with the Ministry of Transport to arrange 1 station, 1 depot (warehouse) and 2 maintenance stations on the route passing through the area. The station is located in Dien Thanh commune (Dien Khanh district), about 1.5km from National Highway 27C and about 11km from Nha Trang city center. The planned location for Dien Khanh Station is more than 100km from Tuy Hoa Station and less than 100km from Thap Cham Station. Because this distance is relatively far, Khanh Hoa Provincial People's Committee has proposed that the Ministry of Transport consider adding 2 more stations in Cam Ranh City and Ninh Hoa Town.
