Specifically, from May to the first half of June, there was a widespread disruption of power supply, especially in the Northern region, causing public outrage, affecting people's lives, and causing damage to the economy. The Prime Minister has directed strict handling of relevant organizations and individuals.
On July 10, the Ministry of Industry and Trade issued Conclusion No. 4463/KL-BCT concluding the inspection of the implementation of legal provisions on management and operation of electricity supply by Vietnam Electricity Group (EVN) and units related to electricity supply.
Immediately afterwards, the State Capital Management Committee at Enterprises directed the Group and related units to conduct a review to clarify responsibilities and discipline relevant collectives and individuals; at the same time, clarify the existing systemic shortcomings and limitations to propose solutions to overcome them in the coming time.
As a result, reviews were conducted at 24 units in the entire Group, 85 collectives, and 161 related individuals.

Currently, the review and disciplinary process has been basically completed. The Committee is continuing to coordinate with the Party Committee of the Central Enterprises Bloc to direct EVN to issue decisions on disciplining officials and party members.
Accordingly, disciplinary action of reprimand is proposed for former Chairman of the Board of Members Duong Quang Thanh; Member of the Board of Members and General Director Tran Dinh Nhan; Deputy General Director Ngo Son Hai and Director and Deputy Director of the National Power System Control Center.
The State Capital Management Committee said it will continue to direct disciplinary action against other related individuals in accordance with the principles of fairness and objectivity, without leaving out any individuals or groups with violations or shortcomings. In line with the review and disciplinary action, the Committee has also implemented personnel work at the Group.
In which, based on discussions with personnel, the Committee considers and assigns the General Director to other tasks or dismisses him/her as desired; assigns other personnel to take charge of operations and organizes personnel restructuring to replace him/her, and reports to competent authorities for consideration and decision.
Previously, on July 12, the Ministry of Industry and Trade announced the conclusion after a month of inspecting Vietnam Electricity Group and related units on the implementation of regulations on management and operation of electricity supply.
The inspection conclusion pointed out the shortcomings, limitations, shortcomings, and violations in the direction and operation of power supply in the 2021-2023 period of EVN and related units.
Accordingly, EVN has been slow to invest in and complete power sources and grids; slow to fix problems with generators of some thermal power plants, reducing the ability to supply electricity.
Along with that, EVN and related units have not strictly complied with Directive No. 29/CT-TTg of the Prime Minister, Decisions, Directives, and directives of the Minister of Industry and Trade on the electricity supply plan, fuel supply chart for electricity production, making them passive in preparing power sources and reducing energy security reserves. The dispatch and operation of the power system are unbalanced in mobilizing different types of power sources at many times.
In particular, EVN has caused widespread power supply disruptions, especially in the Northern region from the second half of May to mid-June 2023, with sudden and unannounced power cuts, causing public outrage, affecting people's lives, production and business activities, and the investment attraction environment.
