Proposal to prioritize adding the Cam Lo - Lao Bao Expressway Project to the investment portfolio from central capital sources for the 2026 period

In order to soon complete the investment strategy to build 5,000 km of expressways in accordance with the spirit of the Resolution of the 13th National Party Congress, contributing to the completion of infrastructure in the North Central and Central Coast regions, today, September 24, the People's Committee of Quang Tri province sent a document requesting the Prime Minister to pay attention and prioritize adding the Cam Lo - Lao Bao Expressway Project to the investment portfolio from the central budget in the medium-term plan for the period 2026-2030 of the transport sector.

The Cam Lo - Lao Bao Expressway Project is a driving force for the North Central and Central Coast regions. This route will connect the region with the countries on the East - West Economic Corridor, the shortest and most convenient gateway to the East Sea, contributing to reducing logistics costs and promoting the development of the provinces in the North Central and Central Coast regions.

In the National Expressway Network Planning; Road Network Planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, the Cam Lo - Lao Bao Expressway is prioritized for investment before 2030.

In 2022, the People's Committee of Quang Tri province was approved by the Prime Minister to be the competent authority to call for investment in the project under the public-private partnership (PPP) method. Currently, the project proposal under the PPP method has been completed with a length of 56 km, a scale of 4 completed lanes, a width of 24.75 m, and a design speed of 100 km/h. The project has a total investment of 13,952 billion VND, passing through the districts of Huong Hoa, Dakrong, Cam Lo, and Trieu Phong.

However, to ensure feasibility, financial solutions, and convenience in attracting non-budgetary investment capital under the PPP method, a very large state capital participation is required, exceeding the state capital participation ratio in PPP projects as prescribed in Clause 2, Article 69 of the PPP Law.

Therefore, the People's Committee of Quang Tri province has submitted a proposal to the Government to apply special mechanisms and policies and pay attention to supporting and arranging state capital to participate in the project from the source of increased central budget revenue for the period 2023-2025, and the source of the central budget's medium-term public investment plan for the period 2026-2030.
