The Investigation Police Agency of the Ministry of Public Security has just issued an investigation conclusion, proposing to prosecute Mr. Le Tien Phuong, former Chairman of the People's Committee of Binh Thuan province, for violating regulations on management and use of state assets, causing loss and waste in the case that occurred at the Phan Thiet coastal urban tourism project, Phan Thiet city, Binh Thuan province.
Also proposed for prosecution for this crime are defendants Nguyen Ngoc (former Standing Vice Chairman of Binh Thuan Provincial People's Committee), Le Quang Vinh (former Secretary of the District Party Committee and Chairman of Phu Quy District Party Committee, Binh Thuan Province), Nguyen Van Phong (former Deputy Director of the Department of Finance, former Standing Member of the Land Valuation Council of Binh Thuan Province)...

According to the investigation conclusion, during the process of implementing the Phan Thiet coastal urban tourism project, Mr. Le Tien Phuong directly approved the local adjustment of the Phan Thiet City Master Plan, granted a planning license to the investor to establish a construction plan for the Phan Thiet coastal urban tourism project, and approved the conversion of the land use purpose of Phan Thiet golf course to urban residential land to invest in the construction of the Phan Thiet coastal urban tourism area.
The investigation agency determined that Mr. Le Tien Phuong had committed violations in converting 363,523 m2 of land from sports land to urban residential land at the project. When attending the meeting on October 27, 2015 of the Provincial Party Standing Committee, giving opinions on the land price plan at the project as requested by the Provincial People's Committee, Le Tien Phuong heard opinions on the land price plan. Because the land price plan that the Provincial People's Committee asked for opinions at the price of 2,577,000 VND/m2 was not in accordance with the law, there were many disagreements at the meeting.
However, on November 25, 2015, Mr. Le Tien Phuong still signed and issued Decision No. 3371 approving the land price at the Phan Thiet coastal urban tourism project at VND 2,577,000/m2, contrary to regulations. The investigation agency determined that the damage caused was more than VND 308 billion.
The investigation agency determined that during the investigation, Mr. Le Tien Phuong confessed and admitted to his crime, and there was no documentation of his motive for personal gain. In addition, during his work, Mr. Le Tien Phuong had good relatives and was awarded many medals, certificates of merit, and commemorative medals from various sectors and levels.
