The Ministry of Planning and Investment has just announced the conclusion of the meeting to appraise the pre-feasibility study report of the high-speed railway project on the North-South axis. The appraisal council requested the Ministry of Transport to focus on some contents of the project dossier and forecast of transportation demand on the North-South corridor.
Regarding the main technical solutions, specifically the route and station location, the council requested the Ministry of Transport to clearly explain its acceptance of the direction of the Government Standing Committee.
“Technical factors of the route must be as straight as possible to reduce costs (especially the section through Nam Dinh province), ensure operating speed for trains, create new development space, avoid residential areas and large urban areas but must have a suitable and convenient connection plan for the shortest connection to airports and large seaports; conveniently link the East-West corridor and connect with railways in China, Laos, and Cambodia,” the council pointed out.
Domestically, the project's route and station locations must also be reviewed and adjusted, especially locations with advantages in connecting to major traffic hubs, economic zones, etc.

Regarding operating speed, the Ministry of Transport is requested to explain in detail the technical requirements of the route, with a design speed of 350km/h for operating container ships.
The scale of the station needs to clarify the need to meet ancillary needs such as parking, connection with other means of transport... minimum area according to international practice. The stations must calculate and determine a large enough area, ensuring a long-term strategic vision to develop full, modern services, exploit land resources and new development space... In addition, consider not determining the maximum scale of the station according to the opinions of some localities.
The Council also proposed clarifying the parameters on investment scale, reviewing the assessment of socio-economic efficiency and financial efficiency; clarifying the capital mobilization plan and balancing ability.
“Carefully review and clarify the mechanisms and policies that are truly necessary for the project to report to the National Assembly for consideration and decision, ensuring legal validity and feasibility; clarify proposed mechanisms and policies on supporting enterprises in technology transfer; seek ODA loans and low-cost foreign preferential loans,” the council suggested.
Based on the council's voting opinions, the council's standing body will complete the appraisal results report and submit it to the council chairman for signature and submission to the Government on October 17.
