To meet the planned capital demand in 2024 for ODA projects in the province, the Department of Planning and Investment has just issued a document requesting the Provincial People's Committee to report to the Ministry of Planning and Investment to submit to competent authorities to supplement foreign capital from the central budget plan in 2024 for ODA projects in Quang Tri province with a total capital of 109,202 billion VND.
It is known that this capital is expected to be allocated to 2 projects including: the project of developing tourism infrastructure to support comprehensive growth in the Greater Mekong Sub-region, phase 2 - Quang Tri province sub-project proposed to add 100,684 billion VND; the project of investing in construction and development of the grassroots health service supply system, component project in Quang Tri province 8,518 billion VND.
The reason for the proposed capital allocation for these two projects is that the province previously proposed that the central government allow the extension of the 2023 capital plan without disbursement to 2024, so the project to invest in the construction and development of the grassroots health service delivery system, a component project in Quang Tri province, was not assigned a central budget foreign capital plan in 2024; and the project to develop tourism infrastructure to support comprehensive growth in the Greater Mekong Subregion, Phase 2 - Quang Tri Province sub-project proposed that the capital demand for the 2024 plan was less than the progress and implementation capacity.
However, recently, the Ministry of Planning and Investment issued a notice that some ODA projects are not allowed to extend the implementation period and disbursement plan for foreign capital investment from the central budget in 2023 to 2024. Therefore, the capital source for implementing these two projects is affected.
