To closely link human rights work from central to local levels

On October 3, the Government Human Rights Steering Committee coordinated with the Binh Dinh Provincial Human Rights Steering Committee to organize the 2nd National Human Rights Training Conference in 2024 in Quy Nhon City, Binh Dinh Province.

The conference was held to assess the world, regional and domestic situation related to Vietnam's human rights work; identify challenges that may directly impact the work of protecting and fighting in the field of human rights and propose key solutions in the coming time.

The conference was chaired by Lieutenant General Le Quoc Hung, member of the Central Party Committee, Deputy Minister of Public Security, Deputy Head of the Standing Committee of the Government Human Rights Steering Committee, with the participation of Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang; Vice Chairman of the Nationalities Council of the National Assembly Nguyen Lam Thanh; former President of the Vietnam Union of Friendship Organizations Nguyen Phuong Nga; Major General Nguyen Van Ky, Deputy Chief of the Standing Office of the Government Human Rights Steering Committee, and more than 350 delegates representing ministries, departments, and branches that are members of the Government Human Rights Steering Committee and representatives of departments, departments, and branches that are members of the Human Rights Steering Committee of 35 provinces and cities.

The conference took place in the context that Vietnam and other countries in the world continue to suffer many negative impacts and influences from the world and regional situation, along with emerging challenges that have a significant impact on socio-economic development achievements.

In that context, Vietnam is still striving to overcome difficulties and challenges and maintain growth momentum, creating a foundation to continue ensuring social security and promoting human rights goals. According to the latest report of the International Monetary Fund (IMF), Vietnam's economic growth is expected to recover to 6.1% in 2024, higher than the forecast of nearly 6% given in June 2024.

Human rights dialogues with the US, the European Union (EU), and Australia have achieved many positive and substantive results, contributing significantly to promoting relations with partners, including upgrading the Vietnam-US relationship to a comprehensive strategic partnership, while affirming Vietnam's success in ensuring human rights.

During the dialogue, these countries highly appreciated the role and contributions of Vietnam as a member of the United Nations Human Rights Council (UN) with effective initiatives and activities. Vietnam has had many initiatives that are in line with Vietnam's priorities and the world's common concerns, such as sustainable development, promoting gender equality, etc., thereby contributing to the overall effectiveness of the UN's most important human rights agency.

Vietnam has effectively promoted its role as a member of the UN Human Rights Council for the 2023-2025 term with many imprints and initiatives; seriously and effectively implemented international commitments on human rights; achieved many achievements in ensuring and promoting human rights, which have been recognized and highly appreciated by the international community. Vietnam successfully defended its national report on the implementation of international conventions on human rights and recently, within the framework of the 57th regular session of the UN Human Rights Council, it adopted the results of the Universal Periodic Review Report of Cycle IV for Vietnam.

Speaking at the Conference, Lieutenant General Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security, Deputy Head of the Standing Committee of the Government Human Rights Steering Committee, commended the performance of members of the Government Human Rights Steering Committee and local Human Rights Steering Committees in recent times.

Lieutenant General Le Quoc Hung assessed that some areas have achieved outstanding results, such as: promoting the guarantee of human rights, creating positive changes from the grassroots level; the fight against activities that take advantage of human rights issues has been implemented synchronously and effectively, contributing to maintaining political security and social order and safety at the grassroots level; foreign affairs and the fight in the field of human rights have become increasingly proactive and effective, contributing to effectively serving Vietnam's international integration process. Thereby, creating a strong change in thinking and action in the work of the local human rights steering committee, making human rights work a key task. Along with that, training and fostering to improve knowledge of human rights for localities has also been increasingly focused on.

Lieutenant General Le Quoc Hung pointed out a number of limitations that need to be overcome in the work of ensuring and fighting for human rights; directed to further strengthen research and forecasting of situations in a number of fields, cases and events to avoid passivity and surprise; closely combine "building" and "fighting", with "building" being the main focus.

In particular, the Deputy Head of the Standing Committee of the Government Human Rights Steering Committee emphasized the need to innovate information and propaganda work on human rights, focusing on people's diplomacy channels, proactively communicating on cyberspace, "greening" with positive information... gradually responding to human rights work in the new context.

Speaking at the conference, Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang affirmed that the human rights training conference is an opportunity for localities to update the latest information on the situation of democracy and human rights; to unify the awareness, ideology and action from the Central Steering Committee to localities in directing the organization and implementation of human rights work.

At the same time, this is a forum to share and exchange practical experiences and together find solutions to solve difficult and complicated problems, contributing to promoting human rights work at the grassroots level, making this work increasingly effective in each locality in the coming time.

At the conference, the reporters presented the following topics: Promoting external information on human rights and fighting against erroneous and hostile viewpoints; identifying activities that take advantage of freedom of belief and religion to sabotage Vietnam; ensuring the rights of ethnic minorities; identifying activities that take advantage of the rights of ethnic minorities to sabotage Vietnam and Vietnam's struggle...

The conference identified key tasks in the coming time to continue to improve the effectiveness of the struggle and propaganda for human rights, including continuing to strengthen the implementation of policies and laws on human rights; developing programs and plans for economic and social development, poverty reduction, social protection, social security, labor and employment policies; ensuring freedom of belief and religion; strengthening inspection of the implementation of policies and laws on belief and religion at the local level; promptly detecting and handling complicated issues arising in religions, not allowing the formation of "hot spots" of security and order; proactively deploying information collection, assessment, and forecasting closely and accurately to have a plan to fight, prevent and neutralize activities that take advantage of democracy and human rights issues by hostile forces, especially activities of internal and external connections, directing sabotage against Vietnam at the time of important political events.

In his closing speech at the conference, Major General Nguyen Van Ky, Deputy Chief of the Standing Office of the Government Human Rights Steering Committee, emphasized that in the coming time, as a member of the UN Human Rights Council for the 2023-2025 term, Vietnam will continue to participate more deeply in promoting dialogue and cooperation on human rights in areas consistent with Vietnam's priorities and the world's common concerns; at the same time, promote commitments to re-nominate for membership of the UN Human Rights Council for the 2026-2028 term.

Vietnam continues to face challenges in the field of ensuring and fighting for human rights. Hostile forces will continue to intensify propaganda distorting Vietnam's suppression of human rights, especially taking advantage of international forums to discredit and discredit Vietnam in the international arena. Therefore, human rights work and the fight to neutralize subversive activities are regular, continuous, long-term tasks that require the participation of the entire political system, in which local human rights steering committees play a very important role.

The results achieved at this conference will contribute to promoting the effectiveness of all aspects of the work of the local human rights steering committee. The useful experiences and updated information at this conference will be the basis for cadres to apply to local work, and will be a source of reference materials to organize training courses for grassroots cadres; contributing practically to closely linking the work of ensuring, protecting and fighting for human rights from the central to local levels.
