During the question and answer session on the afternoon of November 7, delegate To Thi Bich Chau - Ho Chi Minh City Delegation asked about the issue of cyber violence: " What solutions are there to protect individuals and organizations when they are abused by the online community?"
"For example, the case of Miss Y Nhi and the movie Dat Rung Phuong Nam being "smashed to pieces" by the online community, who will protect them, how will they be protected, or will we have to wait for individuals to complain, petition, or make a petition?" - delegate To Thi Bich Chau raised the question.
The National Assembly Chairman requested the Minister of Culture, Sports and Tourism and the Minister of Information and Communications to jointly answer this question.

According to Minister of Culture, Sports and Tourism Nguyen Van Hung, recently, the Ministry has closely coordinated with the Ministry of Information and Communications to remove and prevent bad and toxic information that affects Vietnamese culture and customs, and is also discussing and considering handling it.
From another perspective, the impact of artists, Minister Nguyen Van Hung said that the Ministry has issued a Code of Conduct for artistic staff, which serves as an ethical guideline for implementation.
Regarding the content of the film Southern Forest Land, the Minister of Culture, Sports and Tourism informed that the Film Appraisal Council had met to review and grant a screening license. According to the Council's assessment, the film did not violate the Cinema Law.
"As for public opinion that there are this or that manifestation, those are not really accurate opinions and need to be considered and calculated to be handled according to regulations if there are issues of insult or defamation," said Minister Nguyen Van Hung.
In response to a question from delegate To Thi Bich Chau about protecting users in cyberspace, Minister of Information and Communications Nguyen Manh Hung said that social network management will be amended in Decree 72, which is expected to be signed and issued by the Government at the end of this year. This is a basic decree for managing social networks, including how to handle privacy violations.
Minister Nguyen Manh Hung affirmed that there needs to be an institution to support people. The Ministry of Information and Communications has established a National Fake News Handling Center, but it is also necessary to establish deeper processing centers in the provinces to support people this year.

The Ministry of Information and Communications also coordinates with the Ministry of Public Security to strictly handle and criminally prosecute a number of key cases to ensure high deterrence. At the same time, the Ministry has plans and solutions to build digital culture, build behavioral culture into general education programs, information education, and integrate into information technology lessons...
The Ministry of Information and Communications has also created a foundation for training basic digital skills for people to protect themselves, know how to behave, and increase resistance in cyberspace.
"The story of cyberspace is new to many people today, and there are many evils, so the media is there to raise social awareness, to let people know about bad phenomena so they know how to avoid and handle them," Minister Nguyen Manh Hung added.
