National Assembly Deputy Tran Van Thuc (National Assembly Delegation of Thanh Hoa Province) commented on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An Province.

Continuing the 7th Session Program, on the afternoon of June 6, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

National Assembly Deputy Tran Van Thuc (National Assembly Delegation of Thanh Hoa Province) commented on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An Province.

Through studying the attached documents and files, delegate Tran Van Thuc, Provincial Party Committee member, Director of the Department of Education and Training (Thanh Hoa National Assembly Delegation) basically agreed with the content of the Submission and draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, as well as the content of the Verification Report of the National Assembly's Finance and Budget Committee on related contents.

Delegate Tran Van Thuc said that this draft Resolution is a step to inherit and implement the next supplement to Resolution No. 36/2021/QH15 to realize the Party's previous policies on building and developing Nghe An province.

Accordingly, in 2013, the Politburo issued Resolution No. 26-NQ/TW, in 2023, issued Resolution No. 39-NQ/TW with the viewpoint: "Building and developing Nghe An province commensurate with its position, role, importance, worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, government, people of Nghe An province and the whole country."

According to delegate Thuc, if Nghe An province does not have or does not have enough specific mechanisms and policies, it will not be able to fulfill the goals set out in the Resolution of the Politburo. On the other hand, in the general spirit of "piloting", when this Resolution is implemented, there will be more practical basis to evaluate which mechanisms and policies are effective and can be replicated, can be legalized...

Delegate Tran Van Thuc said that the development and promulgation of a National Assembly Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province at this time is appropriate and extremely necessary.

Considering specific policies, delegate Tran Van Thuc basically agreed with the content of the policies in the draft Resolution, including 2 completely similar policies that have been allowed by the National Assembly to be applied in other localities; 8 similar policies that have been allowed by the National Assembly to be applied in other localities, with adjustments and supplements to suit the reality of Nghe An province and 4 newly proposed policies suitable for the development reality of Nghe An province.

However, the delegate also raised a number of points for the National Assembly to consider and evaluate more carefully.

Firstly, regarding the policy in Clause 2, Article 3, it stipulates: “Provinces and centrally-run cities are allowed to use their budgets to support Nghe An province in performing socio-economic development tasks and ensuring national defense and security for Nam Dan district and the western region of Nghe An.”

The above regulation is not consistent with the State Budget Law but is allowed by the National Assembly to be piloted to suit practical conditions in Nghe An.

"If it is support to ensure national defense and security for the Western Nghe An area, it is understandable. But in the case of support for socio-economic development that is limited and framed within the scope of Nam Dan district and the Western Nghe An area, is it suitable for the orientation and viewpoint of Nghe An development of the Politburo, with the aspirations of the majority of voters and people of Nghe An? If a locality wishes to support Nghe An with their strengths, with their resources in a specific field, project, or construction to create an impression, to act as a driving force for the overall development of Nghe An but is not suitable for implementation in the areas limited by the above regulations, can it be implemented or not? The regulation on the limited area in this case means that it has limited the development opportunities of Nghe An", delegate Tran Van Thuc wondered.

Therefore, delegates suggested that the above regulations should be reviewed and replaced with more open and flexible regulations with the aim of maximizing access to all support from other localities for Nghe An.

Second, regarding the policy stipulated in Clause 3, Article 3: “Nghe An province is allowed to determine the additional balance from the central budget to the local budget, excluding tax revenue from hydropower production facilities, domestic revenue from mineral exploitation activities (excluding value added tax and corporate income tax) in the Western Nghe An region to invest in developing economic and social infrastructure in the Western Nghe An region.”

Delegate Tran Van Thuc suggested that the scope of this policy should be considered. Accordingly, the regulation does not include tax revenue from hydropower plants, domestic revenue from mineral exploitation activities is applied throughout Nghe An province to invest in developing socio-economic infrastructure in the western region of Nghe An. Because this revenue is a local revenue and serves the local needs, why limit the scope of the policy without balancing?

On the other hand, most of Nghe An’s hydropower plants and mineral exploitation activities are concentrated in the western part of Nghe An. If expanded as mentioned above, it will not only increase resources for the development of the western part of Nghe An (11 western districts) but also create a foundation for a breakthrough in the most difficult area of ​​Nghe An.

Third, looking at the overall policies that the draft Resolution applies to Nghe An, delegate Tran Van Thuc found that policies to help solve difficulties have a larger proportion than policies to promote the potential and strengths of Nghe An. Policies are focusing on solving difficulties for the western region of Nghe An such as increasing revenue from fees and charges, balancing revenue sources... while there are not many specific policies to promote strengths and potentials such as developing the marine economy, digital economy, border gate economy, green economy, and circular economy.

“Will the design of the policies as mentioned above meet the requirements of Resolution 39? The policy is there, the goal is there and the general spirit is to pilot, so if we are not bold enough to do it, not bold enough to pilot, it will be difficult to succeed”. Delegate Tran Van Thuc suggested that there should be stronger policies, focusing more on developing the strengths and potentials of Nghe An in addition to policies to remove difficulties.

Fourthly, on the issue of organization of implementation and effectiveness of the Resolution. To ensure the feasibility of policies, delegate Tran Van Thuc said that there should be specific regulations on the order and procedures for implementation. The reality of implementing the Resolution on specific mechanisms as well as the National Target Programs in recent times in localities shows that although the policy mechanism has been in place, it has not been implemented due to the absence or lack of specific regulations on procedures and order of implementation.

Regarding the effectiveness of the Resolution, the draft does not have any regulations on the implementation time, so delegate Tran Van Thuc suggested that there should be specific regulations on this issue to ensure legislative techniques according to regulations.
