However, currently, regulations on fire prevention and fighting require very high standards and regulations, which are often unachievable, and this has affected the operations of many businesses and business establishments, hindered the development of businesses and impacted the national economy .

Many businesses and business establishments have reported that our fire prevention and fighting regulations and standards are even higher than those in European countries. In my opinion, we cannot set up "sky-high" standards and require businesses to comply with them, that is very difficult. Regulations should also be consistent with the practical situation of the country, consistent with the production and business conditions of businesses, ” said delegate Hoa.

Accordingly, Mr. Hoa recommended that the Public Security Department should advise the government to review whether the fire prevention and fighting standards are suitable for reality. At the same time, it is necessary to exchange and contact to grasp the opinions and aspirations of the people and businesses and accurately assess the impact to propose new, more suitable standards.

Ensuring fire prevention and fighting requirements is paramount, but we must also create conditions for businesses and production and business establishments to operate conveniently and easily. If businesses and business establishments have to stop operating because they do not meet fire prevention and fighting requirements, it is really not good for the country's economic development,” Mr. Hoa added.

Regarding the current situation of karaoke businesses in Hanoi still waiting to reopen, delegate Pham Van Hoa stated: " In socio-economic activities, entertainment services are extremely necessary, so it is necessary to consider soon to untie this service."

Karaoke keeps calling for help

Recently, a group of karaoke businesses in the provinces and cities of Hanoi, Ho Chi Minh City, Bac Ninh, Bac Giang, Hai Duong, Nghe An, Hai Phong, Thanh Hoa signed a petition to the Prime Minister, proposing a number of issues related to fire prevention and fighting.

Businesses said that most karaoke businesses were established before Decree 136/2020 of the Government and Circular 147 of the Ministry of Public Security took effect, and were fully licensed to ensure business conditions according to legal regulations, including conditions on fire prevention and rescue.

However, after the planned inspection by the Ministry of Public Security, all establishments were suspended because the interdisciplinary inspection team from provinces and cities across the country; PC07 of provinces and cities concluded that the karaoke establishments did not ensure fire safety.

After receiving the inspection report, the establishments hardly knew how to repair or what materials to use in accordance with the new regulations of the law. Therefore, the enterprises have sent their recommendations to resolve the difficulties to the authorities from districts to some provinces. However, it has been more than 7 months since the karaoke restaurants were closed and the recommendations to the authorities have not received any response.

Recently, some provinces and cities have held meetings, discussions, and provided guidance on how to overcome existing problems. However, the guidance from functional units in some localities is only to demolish and rebuild to comply with new regulations, and does not provide guidance on how to overcome existing karaoke establishments.

Therefore, businesses recommend that the Prime Minister promptly direct to remove difficulties and obstacles to reduce daily losses of those who have invested in karaoke business.

"We are business establishments licensed by competent authorities according to State regulations. For many years, we have always ensured that our business activities comply with the law and pay taxes in full. Currently, with the economic and mental burden that has been weighing heavily on us for many months, we always hope to receive attention and guidance from local authorities. However, we feel that we are being left behind when our business establishments with tens, even hundreds of billions of VND in investment are covered with dust, deserted, and at risk of serious degradation.

With the desire to resume operations, we hope that the authorities will pay attention and guide us in accordance with the direction of all levels so that the karaoke industry can continue to operate and contribute to society," the petition of the karaoke business group stated.

Businesses are frustrated and tired.

Reflecting to the press, a series of businesses also said that they are facing many difficulties with the new fire prevention and fighting regulations such as: not having a fire prevention and fighting certificate so there is not enough legal basis and documents for construction; Costs are too high; Many strict regulations cannot be implemented...

For example, a factory building of about 1,000-1,300 m2 requires a 400m3 water tank that can be used for 3 hours, resulting in the cost of the water tank accounting for nearly half of the construction cost. In addition, some raw materials and fireproof paints according to regulations are not available in Vietnam...

Recently, 7 business associations including: Vietnam Textile and Apparel Association, Vietnam Plastics Association, Vietnam Association of Seafood Processors and Exporters, Vietnam Leather, Footwear and Handbag Association, Minh Bach Food Association, Ho Chi Minh City Food and Foodstuff Association, Ho Chi Minh City Handicraft and Wood Processing Association have also sent petitions to the Prime Minister and relevant ministries and agencies reporting difficulties and problems related to the field of fire prevention and fighting.

Specifically, businesses proposed to remove some contents such as: quickly announce and license many products that meet fire prevention and fighting standards so that businesses have a basis to choose suitable products; at the same time, the Government should quickly socialize the work of inspection, approval, and acceptance of fire prevention and fighting work to speed up the review of documents, put projects into production and business, and create products for society.

For completed projects, unfinished projects or projects with approved estimates and fire prevention and fighting plans, previous standards will be applied without changing the business's investment plan.
