On the afternoon of November 6, Deputy Head of the Ha Tinh National Assembly Delegation Tran Dinh Gia participated in questioning Minister of Transport Nguyen Van Thang about socializing investment in developing air transport and reducing traffic accidents.

Under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly questioned members of the Government and heads of sectors on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision, questioning groups of general economic sectors (planning and investment; finance; banking) and sectoral economic sectors (industry and trade; agriculture and rural development; transportation; construction; natural resources and environment).

Questioning the Minister of Transport, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia said that the growth of air transport is the trend and desire of many localities, and currently Ha Tinh also has a need to invest in building an airport. According to the delegate, the central government's budget for investment in the transport sector is still low, at 60-80%, so mobilizing social investment in this sector is very necessary. The delegate asked the Minister to state the Ministry's views on this issue and methods in the coming time.
The Deputy Head of the specialized delegation assessed that recently there have been many very serious traffic accidents related to commercial transport vehicles. The delegate requested that, as the responsible authority, the Minister inform the cause, responsibility, and solutions.
Responding to the question, Minister of Transport Nguyen Van Thang seriously accepted and explained frankly. The Minister said that according to the planning for airport development in the period of 2021-2030, up to 400,000 billion is needed to realize the planning; however, the resources of Vietnam Airports Corporation - JSC (ACV) can only meet 60%, so a large amount of socialized resources is needed.

Recently, the Politburo and the Government have assigned the Ministry of Transport to develop a socialization project along with setting out specific principles for socialization. Recently, the Ministry has added a number of localities with potential for developing airports.
The Minister said that to implement socialization, it is necessary to ensure the harmony of interests between the State, enterprises and people; as well as have policies to encourage enterprises to participate in investment; at the same time, ensure national defense, security and the right to State management of civil aviation, and the right to dispose of transport infrastructure assets.
Regarding traffic accidents, the Minister said that in recent years, the transport infrastructure has developed strongly, interwoven with national highways, provincial roads, and urban roads, along with increased traffic volume, especially national highways and mountainous roads, leading to a high potential risk of traffic accidents. Although the Party and the State have proposed many solutions and invested in developing transport infrastructure and strengthening management, the situation of order and road traffic safety in recent years has changed but is still complicated, with traffic accidents still at a high and serious level.
The Minister also pointed out that the primary cause is the sense of responsibility and compliance with legal regulations of a part of the people participating in driving vehicles, which accounts for 90% of the causes of traffic accidents; some localities have not been resolute in ensuring traffic order; the application of information technology in vehicle management and control has not met requirements; traffic infrastructure is not yet synchronous and complete.
From there, Minister Nguyen Van Thang proposed a number of solutions such as perfecting institutions, mechanisms, policies and laws on ensuring traffic order and safety; persistently building a traffic culture; strengthening inspection and strictly handling violations; continuing to advise the National Assembly and the Government to allocate resources to develop infrastructure, perfect the transport system; restructuring transport to increase the market share of railway and waterway transport to avoid dependence on roads, contributing to reducing traffic accidents.
