Kinhtedothi - On the morning of February 17, discussing at the 9th extraordinary session of the 15th National Assembly on special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project, National Assembly deputies highly agreed with the content of the report and said that the mechanism should be approved soon.
Discussing this content, many National Assembly delegates commented that this is a field with specialized, specific, and complex technology, while we must recognize the reality that our country's level can be said to be only at a basic level in this field and many related supporting fields. Meanwhile, the Draft Resolution does not have specific mechanisms and policies for issues such as training, treatment, and attracting human resources. Delegates suggested that the Government pay attention, have plans and solutions to respond to unexpected situations and have a specific, feasible plan for training human resources for the project.
National Assembly Delegate Le Manh Hung (National Assembly Delegation of Ca Mau Province), Chairman of the Board of Directors of the National Energy Industry Group (PVN) proposed that the National Assembly soon issue specific mechanisms and policies so that the project can be completed on schedule in 2030 or at the latest in 2031.
According to the delegate of Ca Mau province, the trend of shifting to green energy is growing. For Vietnam, by 2030 we will no longer use coal-fired power; the high growth scenario requires a large increase in electricity load, requiring a high increase in backup power. Therefore, the need for baseload power, especially nuclear power, is increasingly urgent.
The Central Government's target of developing a nuclear power plant to put into operation by 2030 and 2031 at the latest is a very stressful target. Meanwhile, nuclear power is large-scale and complex, so it requires a very specific and clear mechanism so that the participating entities can implement it... That is the mechanism of finance, capital, and procedures to carry out super large projects...
Delegate Le Manh Hung proposed that the National Assembly Standing Committee and delegates agree with the Government in the Report on special mechanisms. "We propose that the National Assembly approve special policy mechanisms to develop nuclear power projects, because the roadmap set by the Government until 2030 and 2031 is very challenging, and businesses are under a lot of pressure," said Mr. Hung.
Speaking at the discussion, National Assembly delegate Tran Quoc Nam (Chairman of the People's Committee, Head of the National Assembly delegation of Ninh Thuan province) shared that since Resolution 41/2019/ND-CP in 2019 on investing in 2 factories, the Party Committee, government and people of Ninh Thuan have always been ready to implement the project. Currently, the people are waiting, ready to hand over housing land, production land, livelihoods... to the State to implement the project.
According to the Chairman of the People's Committee of Binh Thuan province, the National Assembly's decision to continue restarting the Ninh Thuan nuclear power plants is a great honor for Ninh Thuan to truly become the clean energy center of the country. The people in the project area only wish that their new place of residence must be truly better so that their current life and the next generation's life will be stable, prosperous and happy.
The Chairman of the People's Committee of Binh Thuan province said that in the past time, the province has immediately carried out all work with the consistent spirit of "whatever can be done, do it immediately, without waiting", so that by 2030 - 2031, the factories will be completed well according to the direction of the Central Government. Therefore, specific mechanisms and policies are extremely necessary and urgently issued.
Participating in the discussion, National Assembly delegate Duong Khac Mai (National Assembly delegation of Dak Nong province) proposed that the Government should make thorough preparations in all aspects with management policies and immediate and long-term solutions. Along with that, it is necessary to ensure human resources, construction contractors, and specific policies and mechanisms for the project.
Delegate Duong Khac Mai analyzed that currently in the world, many countries are adjusting policies to ensure energy security and reduce carbon emissions; including expanding nuclear power programs, focusing on building and upgrading nuclear reactors to increase capacity and electricity production.
The Dak Nong provincial delegate said that the simultaneous deployment globally not only proves the importance of nuclear energy in ensuring energy security but also affirms its importance in sustainable economic development. Therefore, with the increasingly large and rapidly increasing energy demand from Vietnam, the development of nuclear power is an objective and natural necessity.
In addition, in response to the country's economic development requirements, coupled with the unique and special nature of nuclear power plants, the National Assembly's promulgation of a special policy mechanism for investment in the construction of the Ninh Thuan nuclear power plant is correct, consistent with the reality and requirements of the times; it is a breakthrough policy to develop nuclear power, as well as nuclear energy for the purpose of peace and development of Vietnam.
