This is one of the directions of Chairman of the Provincial People's Committee Doan Anh Dung at the online conference to deploy the 2024 Socio-Economic Development Plan of the Provincial People's Committee held on January 9.
The Provincial People's Committee said that looking back at 2023, despite facing many difficulties and challenges, the province's socio-economic situation in 2023 tends to recover positively, with each month being better than the previous month, each quarter being higher than the previous quarter, and basically achieving the set general goals. The economy grew quite well, national defense and security were maintained; social security was ensured; the material and spiritual life of the people was constantly improved and raised. However, in 2023, there are still a number of targets and tasks that have not been achieved as expected, there are still many shortcomings and limitations that need to be thoroughly overcome soon.
Speaking at the conference, Chairman of the Provincial People's Committee Doan Anh Dung emphasized that entering 2024 has a particularly important meaning, creating a breakthrough momentum to successfully complete the goals and tasks set out in the Resolution of the 14th Provincial Party Congress and the 5-year socio-economic development plan 2021 - 2025. Forecasting the situation in the country and the province in 2024, there are opportunities, advantages and difficulties, challenges intertwined, requiring all levels, sectors, localities and units to make every effort right from the first days and months of 2024.
Specifically, for the disbursement of public investment capital, the heads of departments, branches, and sectors, chairmen of local People's Committees, and investors must identify this as a top priority task, focusing on implementing synchronous solutions to disburse at least 95% of public investment capital this year. In particular, it is important to do a good job of investment preparation; proactively prepare procedures and conditions to be ready to implement projects and disburse immediately after capital is allocated, not waiting until the capital plan is assigned to start implementing the work. At the same time, strictly implement the reduction of capital for projects that are not feasible, avoiding the case of proposing capital plans for projects but not being able to disburse like in 2023.
The three project management boards of the province, including the Project Management Board for Construction Investment of Transport Works, the Project Management Board for Construction Investment of Agricultural and Rural Development Works; and the Project Management Board for Construction Investment of Industrial and Civil Works, are assigned large capital (accounting for nearly half of the total public investment capital of the province). The disbursement results of the three Project Management Boards are decisive for the disbursement rate of the whole province. Therefore, the Chairman of the Provincial People's Committee requested the three units to promote a high sense of responsibility, speed up the project construction progress and disburse capital in early 2024. Regarding the capital source of the three National Target Programs (NTPs), the three governing agencies, the Department of Agriculture and Rural Development, the Department of Labor, War Invalids and Social Affairs; and the Ethnic Minorities Committee, are required to regularly monitor, guide, and urge localities to promptly implement to speed up the progress of project implementation and capital disbursement.
Regarding the land sector, the Chairman of the Provincial People's Committee noted that departments, branches and localities must consider the removal of difficulties and obstacles in the land sector as an urgent task at present to focus on solving them on the principle: The obstacles under the authority of which level must be resolved by that level, absolutely not pushing, avoiding, fearing mistakes, fearing responsibility. At the same time, make the most of the guidance of central ministries and the Prime Minister's working group to solve the problems for the projects. It is necessary to urgently determine specific land prices to calculate land use fees for projects that have allocated land, leased land, creating conditions for projects to carry out the following legal procedures. In particular, focus on removing difficulties and obstacles, determining specific land prices for 46 projects that have existed for many years.
The provincial People's Committee leaders said that currently, the main reason for the projects being stuck is due to site clearance, which leads to the projects not being able to be implemented and being delayed for a long time. Therefore, they requested that localities be more determined, flexible, and proactive in this work to soon hand over the site to the project construction units...
At the conference, Chairman of the Provincial People's Committee Doan Anh Dung also requested departments, branches and localities to focus on managing state budget revenue and expenditure, striving to exceed the assigned budget estimate in 2024 and higher than in 2023. Continue to effectively implement tasks and solutions to promote the development of the province's three economic pillars. Focus on implementing well the work of taking care of people's health. Maintain and improve the quality of education at all levels and grades. Carefully prepare for the organization of the provincial defense drill in 2024 to achieve good results. Promptly resolve incidents arising at the grassroots level, not to let them become complicated, creating hot spots for security and order; especially need to improve the effectiveness and efficiency of fire prevention, fighting, and rescue work. Along with that, fully and promptly implement social security policies. Continue to review and simplify administrative procedures in all fields; promptly propose amendments to inappropriate and impractical regulations that cause difficulties and inconveniences in resolving work for people and businesses, especially in the fields of land, investment, construction, etc.
There are more drastic solutions to improve and raise the ranking of the province's administrative reform indexes. This is also the theme of 2024 to contribute to improving the competitiveness and satisfaction of people and businesses. At the same time, encourage, motivate and protect cadres who dare to think, dare to do, dare to take responsibility for the common good. At the same time, immediately rectify and overcome the situation of shirking and avoiding responsibility to create new momentum, motivation and determination in agencies, units and localities.
