This is considered an important legal basis to promote My Son planning when the Planning for Conservation and Promotion of the Value of My Son Relic Site (2008 - 2020) has expired for nearly 5 years.

Urgent

Mr. Nguyen Cong Khiet - Director of My Son Cultural Heritage Management Board said that the establishment of a new planning is an extremely urgent task to create a legal basis for My Son to deploy investment and promote the value of the heritage.

“The old planning has expired since 2020, but due to the COVID-19 pandemic and lack of investment resources, it could not be implemented, so it is only now being implemented. Accordingly, in addition to continuing to research and preserve the value of the My Son temple complex; developing functional zones, tourism infrastructure, services, etc., we will also focus on completing infrastructure items serving tourism in areas outside Khe The; attracting investors; connecting the community to participate,” Mr. Khiet informed.

The Project on Planning for Conservation and Promotion of the Value of My Son Relic Site for the period 2008 - 2020 was approved by the Prime Minister on December 30, 2008 (Decision 1915/QD-TTg) including the entire My Son valley limited by the mountain peaks surrounding the valley, the total proposed area for planning research is 1,158 hectares, with a total capital of 282 billion VND.

In addition to land use planning, the project also focuses on the conservation and restoration of relics such as bomb and mine clearance, explosives clearance, chemical toxic treatment; research on natural conditions and construction materials; archaeological discovery and excavation; restoration, reinforcement and conservation of relics; collection and display of artifacts; improvement of technical infrastructure and landscape, etc., with initial positive results.

However, compared to the requirements, the volume and contents of work according to the planning have only been partially implemented. Meanwhile, the process of implementing the planning contents has encountered many problems arising from new research and discoveries that add to the value of the relic. Not to mention, natural conditions, socio-economic factors and the need for tourism service development have changed a lot.

Mr. Nguyen Cong Khiet said that the above difficulties have caused many disadvantages in the management, protection, and mobilization of social resources to preserve and promote heritage values as well as invest in essential infrastructure...

In order to overcome the above problems, and at the same time create a legal basis to promote all investment resources, form unique heritage tourism destinations worthy of the content and value of the relic, and move towards forming a typical heritage space of the country and the world, it is necessary to establish a Plan for the preservation, restoration and rehabilitation of the special national relic My Son Temple Complex until 2030, with a vision to 2050 in accordance with the provisions of law.

Speed up progress

During the working session with the Ministry of Culture, Sports and Tourism chaired by Deputy Minister Hoang Dao Cuong on February 18, Mr. Cuong noted that the planning task needs to be adjusted to the period until 2035 to have time to implement the project items when approved, focusing on completing the planning as soon as possible in the 2 years 2025 - 2026, focusing on completing the planning task to submit to the Prime Minister early (in the first quarter of 2025) to implement the planning project on time.

The planning project is invested by the My Son Cultural Heritage Management Board, the consulting unit is Hanoi Planning Joint Stock Company. According to Mr. Nguyen Cong Khiet, the construction of the project must always be based on the perspective of preserving and promoting the value of heritage.

Specifically, in addition to preserving tangible and intangible cultural values (architecture, spirituality, beliefs, festivals...), the project also focuses on promoting the value of relics to meet the needs of people and develop the local socio-economy.

Create harmony between conservation and development, including protection of forest resources, biodiversity and cultural heritage of the community in the planning study area on the basis of inheriting the planning objectives for the period 2008 - 2020.

Aiming to promote the value of My Son Temple Complex as an attractive cultural tourist destination of the province, the country and the world, while connecting with other historical, cultural and scenic relics in the locality, forming a chain of tourism products.

The planning process will be implemented in stages including preliminary survey, investigation, collection of historical and cultural documents, photography, drawing, and assessment of the current status of all landscape architecture and technical infrastructure items at the relic sites.

Survey and make preliminary assessment of socio-economic factors and natural environment, technical infrastructure of the planning area; general assessment of the planning period 2008 - 2020, identify implemented and unimplemented contents, new factors and needs; update relevant planning and projects in the research area... Organize to collect opinions from relevant departments, branches; organizations, individuals and communities...

“The new planning must ensure typical historical values, archaeological values, architectural and artistic values, biodiversity landscape values, usage and promotion values, especially playing a core role in connecting and creating development momentum,” said Mr. Khiet.
