On November 14, Comrade Nguyen Thanh Hai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the progress of the projects on Investment, Construction and Business of Industrial Cluster (CCN) infrastructure in Tam Nong district.
Vice Chairman of the Provincial People's Committee Nguyen Thanh Hai inspected the field, gave directions to remove difficulties and obstacles, speed up site clearance progress, and invest in the construction of technical infrastructure of Tam Nong Industrial Park.
Field inspection and reports from the Department of Industry and Trade and the People's Committee of Tam Nong district show that: Tam Nong Industrial Park has a total area of 75 hectares; 554 households have been counted (area of 73.29 hectares); compensation for site clearance (GPMB) has been paid to 386 households, area of 31.57 hectares with a cost of 43.89 billion VND. Up to now, there are still 43.42 hectares (57.9%) that have not been GPMB and 5 households have not been counted (1.7 hectares).
For Van Xuan Industrial Park, the purpose has been changed and land has been allocated to implement the project of 61.22/64.54ha. After being allocated the land, the investor has completed the infrastructure of the industrial park, completed the investment in construction, equipment installation, and trial operation of the centralized wastewater treatment system, and at the same time attracted 6 secondary investment projects, with a total area of 12.72ha.

After listening to the evaluation, consultation and proposals of departments and branches; proposals, recommendations and explanations of Tam Nong District People's Committee and investors, Vice Chairman of the Provincial People's Committee Nguyen Thanh Hai concluded and commended the efforts of all levels, branches, localities and investors in the process of implementing the Investment, Construction and Business of Tam Nong Industrial Park and Van Xuan Industrial Park infrastructure. However, due to many difficulties and obstacles, the un-cleared area of Tam Nong Industrial Park is still large (57.9%); many households have not counted and received the land clearance money. In particular, there are 96 graves within the project implementation area that have not been counted because the households have not agreed to move; 6 households have received compensation but have not been given resettlement land because the District People's Committee has not completed the land price list and implemented the change of land use purpose.
Leaders of Tam Nong District People's Committee reported on the progress of investment, construction and business of infrastructure of industrial parks in the district.
To ensure the progress of investment in construction of Tam Nong Industrial Park, the Vice Chairman of the Provincial People's Committee requested the People's Committee of Tam Nong district to continue to mobilize and propagate to households that have not yet cooperated; apply necessary measures to recover land to serve the project; select land acquisition for suitable areas, ensure sufficient conditions for changing the purpose and hand over land (about 38 hectares) to the Investor to implement the project in time for construction to start in 2024.
He emphasized: This is the right time for people to move graves according to local customs and practices, so the District People's Committee needs to direct specialized agencies, commune People's Committees and mass organizations to propagate and mobilize people to move 96 graves concentrated in Van Xuan commune in the lunar year of Giap Thin. Urgently complete procedures to arrange resettlement for households, to hand over land to the Investor to carry out the construction of technical infrastructure for the Industrial Park. Closely coordinate with the investor to develop a detailed plan to complete the site clearance work for the entire project in April 2025.
For the Investor (Duc Anh Construction Investment Joint Stock Company), proactively coordinate closely with the People's Committee of Tam Nong district and relevant agencies in implementing procedures on planning, investment, land, environment, construction, traffic, electricity, fire prevention and fighting, etc. in accordance with regulations. Proactively arrange resources, human resources and professional agencies of the district to speed up the progress of compensation, support and payment to households. Develop plans, mobilize resources, machinery and equipment, and implement investment in project construction when the State allocates land to ensure the right progress.
For Lan Hue Trading and Service Company Limited (Investor of Van Xuan Industrial Park), it is necessary to urgently complete the dossier for granting an Environmental License and send it to the Department of Natural Resources and Environment for appraisal to grant a license according to regulations. Proactively and closely coordinate with the People's Committee of Tam Nong district to carry out the work of changing the purpose and allocating land for the remaining area that has not been allocated (3.32ha); on that basis, invest in construction items to ensure compliance with the approved detailed planning. Continue to coordinate with relevant departments and branches to actively implement secondary investment attraction activities to ensure the progress of filling the industrial park, in which it is necessary to focus on attracting investors according to the right industry, profession, and nature of the industrial park; minimize the attraction of industries and fields that have the risk of causing environmental pollution.
The Vice Chairman of the Provincial People's Committee also assigned the Department of Natural Resources and Environment to guide the Investor to complete the dossier for granting an Environmental License; preside over, appraise and submit to the Provincial People's Committee for approval in accordance with regulations. Departments, Tam Nong District People's Committee: Coordinate with the Investor to increase the attraction of secondary investment in accordance with the approved industry orientation in the Industrial Park; proactively grasp and remove difficulties and obstacles in the process of implementing projects; promptly handle violations (if any).
