As two of the 28 coastal provinces and cities of the country, Thanh Hoa and Ca Mau are two typical examples of promoting comprehensive, flexible and diverse propaganda about seas and islands to each citizen.

Combining traditional and modern methods
Thanh Hoa is a province located in the North Central region, with a large area, large population and a 102km long coastline, with Nghi Son deep-water port acting as a large gateway to the sea of the North Central region, the Northwest region and the northern provinces of Laos.
In recent years, the Province has made efforts to promote sea and island propaganda in many diverse and rich forms, suitable to the situation of the Province, contributing to promoting socio-economic development and ensuring political security in the area.
In particular, in 2023, the Province has made many innovations in implementing forms of propaganda about seas and islands in an increasingly diverse and effective direction, in line with the explosive development of information technology.
On the one hand, Thanh Hoa province effectively promotes traditional propaganda methods such as oral propaganda; visual propaganda (using billboards, slogans, mobile film screenings, etc.); internal newsletters, propaganda outlines; creates conditions for artists to participate in composing and performing on the topics of sea, islands, borders, promoting the image, culture, land, and people of Thanh Hoa, etc. Press agencies in the area increasingly play an important role in implementing and carrying out the task of propagating seas and islands.
In 2023, nearly 300 news, articles and reports on the sea and islands helped inform, propagate and spread quickly and widely to many different audiences, making an important contribution to the propaganda work on the sea and islands, effectively fighting to protect Vietnam's legitimate rights and interests in the East Sea.
On the other hand, in addition to using traditional forms, in 2023, there will continue to be many innovations in the direction of promoting the application of scientific and technological advances, new communication methods, especially the internet and social networking platforms. Electronic newspapers with foreign language pages, electronic information portals of social networking sites of agencies, units, cadres and party members help to provide information quickly, fully on content, attractive, engaging, spreading and attracting a large number of people, especially young people. The use of social platforms is highly effective in leading and regulating public opinion, creating a strong spreading effect.
At the same time, the province promotes digital transformation, focusing on foreign propaganda information about the sea and islands in the form of online knowledge competitions, bringing new experiences, suitable for young people, reaching a large number of people in the country, in the province, overseas Vietnamese and international friends; helping the overseas Vietnamese community and international friends accurately, fully understand and support Vietnam's viewpoints, guidelines and policies in resolving issues related to the sea and islands, in accordance with Vietnam's regulations and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Based on these diverse and vivid means, in 2023, the Province focused on widely disseminating 3 key contents to contribute to raising awareness of cadres, party members and people of all walks of life about Vietnam's seas and islands. In particular, the Province increased the provision of basic and comprehensive information and knowledge on issues related to seas and islands at the following times: China increased its illegal activities and international commitments in the East Sea; the time to promote the process of lobbying the EC to remove the yellow card for Vietnamese seafood...
Over the past year, many programs and activities to promote the sea and islands of the province have created a buzz such as: Activities to visit Me Island, Ne Island; activities to clean the sea and clean the marine environment; activities "Sentimentality of the border and islands"; "Homeland sea and islands"...

Contribute to the whole country to remove the yellow card
Ca Mau is one of 28 coastal provinces and cities in the country and is the only province that has 3 sides bordering the sea with a coastline of 245km. The sea and island areas of Ca Mau still face certain difficulties. It is a large area, with a dense river system. The coastal areas of Ca Mau have many scattered residential clusters, most of whom are spontaneous migrants, and life is still difficult.
Over the years, the Ca Mau Provincial Party Committee has always identified the position, role and importance of information and propaganda work on seas and islands in raising awareness, consciousness and responsibility of all classes of people about seas and islands and the cause of protecting the sovereignty, seas and islands of Vietnam and the Province.
Implementing the Provincial Coordination Plan signed in 2023, the Provincial Party Committee's Mass Mobilization Commission coordinated with the 42nd Fleet to organize the contest "I love my homeland's sea and islands"; implement the Mass Mobilization program "Coast Guard accompanies fishermen"... The Provincial Party Committee's Propaganda Commission directed Ca Mau Newspaper, Provincial Radio and Television Station, Provincial Electronic Information Portal, local electronic information pages... to increase the sharing of information about Vietnam's seas and islands. The Provincial press agencies regularly send reporters and journalists to work, write news, articles, photos, propaganda reports, and reflect on the activities of the Border Guard, Coast Guard, and Navy in protecting the sacred sovereignty of the sea and islands of the Fatherland.
The highlight of Ca Mau province's propaganda work on seas and islands in 2023 is to identify propaganda on combating illegal, unreported and unregulated (IUU) fishing. The Provincial Party Committee Standing Committee has directed the Provincial Party Committee's Propaganda Department to coordinate with the Naval Region 5 Command to organize propaganda on seas and islands in 4 coastal districts with more than 1,000 cadres, party members, union members, members, armed forces, students and people, especially people living along the coast, making a living from fishing and catching seafood, contributing to the whole country to remove the yellow card of the European Commission (EC) on Vietnam's fishing.
Through the propaganda work on seas and islands, it has made an important contribution to making cadres, party members, union members, association members and people more fully aware of the position, role and importance of seas and islands in socio-economic development, national defense, security, and combating illegal fishing, unreported fishing and illegal fishing. 100% of fishing vessels operating at sea have been equipped with VMS voyage monitoring devices, thereby helping cadres, party members and people in the province clearly understand Vietnam's stance, viewpoints and policies in resolving issues related to seas and islands, in protecting and developing peaceful, cooperative and friendly relations between Vietnam and relevant countries in the East Sea, minimizing illegal fishing in foreign waters, contributing to firmly protecting the sovereignty and security of the province's maritime borders.
Although each province has a different geographical location adjacent to the sea and different population characteristics, Thanh Hoa and Ca Mau always attach importance to information and propaganda work on sea and islands and consider this one of the important ways to increase awareness of each citizen about the sacred sovereignty of the sea and islands of the Fatherland.
