On December 22, the Ministry of Construction held a conference to review the work in 2023 and deploy tasks in 2024 of the construction industry. The conference was connected online to all Departments of Construction of provinces and centrally run cities nationwide. Minister Nguyen Thanh Nghi chaired the conference.
According to the report at the Conference, thoroughly grasping the Government's guiding viewpoints and action motto with the theme of 2023 "Solidarity, discipline, flexibility, innovation, timeliness and efficiency"; at the same time clearly identifying 2023 as an important year to implement the 5-year Plan 2021-2025, right from the beginning of the year, the Party Executive Committee, leaders of the Ministry of Construction, administrative and public service units under the Ministry and enterprises in the industry have focused and made efforts to implement the programs and plans issued to deploy the Resolutions of the Party, the National Assembly, and the Government on the socio-economic development plan for 2023, achieving many outstanding results.
The work of perfecting institutions and laws has been identified by the leaders of the Ministry of Construction as a key task and closely directed. In 2023, the Ministry of Construction completed, advised the Government, submitted and had the National Assembly approve the Housing Law No. 27/2023/QH15 dated November 27, 2023, and the Real Estate Business Law No. 29/2023/QH15 dated November 28, 2023, with many innovative contents.
As a member of the Government, the Minister of Construction, together with the Government, has explained and questioned the National Assembly on key issues of public concern and “hot” issues in the fields of the Construction industry; seriously implemented the Prime Minister's direction on promoting production and business, construction investment and import and export.
In 2023, the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" achieved some positive results; localities started 10 projects with a total of about 19,853 apartments, of which 7 social housing projects, a total of 8,815 apartments.
Implementing the direction of the Government and the Prime Minister on handling and removing difficulties and obstacles in the real estate market, the Ministry of Construction coordinated with the Government Office to successfully organize the conference on Developing a safe, healthy and sustainable real estate market chaired by the Prime Minister; advising the Government to issue Resolution No. 33/NQ-CP dated March 11, 2023 on a number of solutions to remove and promote the safe, healthy and sustainable development of the real estate market.
The Ministry of Construction has coordinated with the State Bank to provide guidance on the subjects and conditions of customers, investors of social housing projects, workers' housing projects, and renovation and reconstruction of old apartments to borrow a credit package of 120,000 billion VND through 4 state-owned joint stock commercial banks.
Of the 12 planning targets set by the Ministry of Construction in the Action Program to implement Resolution No. 01/NQ-CP of the Government, the Ministry has completed and exceeded many targets. Specifically: the gross domestic product (GDP) of the construction sector reached 7.3-7.5, exceeding the plan for 2023; the urbanization rate nationwide calculated by inner city/inner city area exceeded the plan for 2023; the rate of urban population supplied with clean water through the centralized water supply system reached 96%; the rate of administrative procedure records processed fully synchronized on the National Public Service Portal reached 100%; the rate of online payment on the National Public Service Portal over the total number of payment transactions of public services reached 59.89%, exceeding the plan for 2023; The rate of administrative procedure records requiring financial obligations paid online on the National Public Service Portal and the Ministry of Construction's electronic one-stop shop reached 58.9%; the rate of reduction and simplification of regulations and compliance costs related to business activities reached 50%, exceeding the 2023 plan...

Based on the important results achieved in 2023 and previous years, the Ministry of Construction has set out many key goals and tasks in 2024, including continuing to promote the dissemination and effective implementation of the Resolutions of the Party and the National Assembly, especially Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP of the Government on the main tasks and solutions to implement the socio-economic development plan and budget estimates for 2024, closely following the Government's annual theme to concretize them into appropriate and focused tasks and solutions, and making great efforts to effectively organize implementation.
At the Conference, representatives of leaders of units under the Ministry of Construction, leaders of local Departments of Construction, and enterprises presented many papers, summarizing important results achieved in implementing the tasks and goals of the units in 2023, and proposed necessary solutions to successfully complete the political, operational, production, and business tasks set out in 2024.
Speaking at the Conference, Minister Nguyen Thanh Nghi acknowledged and commended the efforts of the collective of cadres, civil servants, public employees and workers in the Construction sector in striving, implementing and successfully completing the political goals and tasks of the sector.
Minister Nguyen Thanh Nghi directed units under the Ministry of Construction to focus and make efforts to achieve the best results for the goals and plans set for 2024, with special attention to the key tasks of the term; requested units under the Ministry to focus on innovating methodologies on planning and architecture; speed up the development of the Law on Urban Development Management; develop and complete the Law on Water Supply and Drainage; implement Resolution No. 33/NQ-CP dated March 11, 2023 on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market; develop a project on housing and real estate market information; promptly submit a Decree on the national database; pay attention to implementing the strategy for human resource development in the construction industry.
In addition to state management work, Minister Nguyen Thanh Nghi noted that units should pay great attention to Party and mass organization building, strictly implement the principles of Party organization and operation, especially the principles of democratic centralism, collective leadership, and individual responsibility, strictly implement the Party's operating regime according to regulations; and do a good job of information and propaganda work so that people can clearly understand the policies and laws of the Construction sector.
For localities, the Minister requested to pay attention to giving opinions related to decentralization and delegation of authority in the construction sector and evaluate decentralization to ensure the best implementation of common tasks of the industry and the country; Departments of Construction actively advise local leaders to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", ensuring the completion of targets according to the set plan; promote the implementation of solutions to remove difficulties for the real estate market.
At the end of the Conference, Minister Nguyen Thanh Nghi thanked the attention and close direction of the Party, State, National Assembly, Government; the effective coordination of ministries, departments, branches, domestic and foreign organizations, and expressed his wish that the collective of cadres, civil servants, public employees, and workers in the Construction sector would join hands and unite to implement and complete the political tasks of the Construction sector in 2024.
Also at the conference, Minister Nguyen Thanh Nghi launched the 2024 emulation movement of the Construction industry, with many key goals and tasks.
