Previously, the brother of Ms. Dinh Thi Dien, in Ha Bac village, Son Ha commune (Son Ha), had to authorize her to go to the commune People's Committee to receive the subsidy, spending a lot of time waiting and traveling.

After Ms. Dien's brother opened a bank account, every month, when money is transferred into the account, she can go to an ATM to withdraw money at any time, very convenient and safe.

Ms. Do Thi Nguyet, a cultural and social officer of Son Ha commune, said that through propaganda and mobilization work, in the commune, 377 social welfare beneficiaries and 78 people with revolutionary contributions registered to open accounts and receive money through bank accounts, reaching 100%.

The payment of non-cash subsidies to social welfare beneficiaries has brought positive results, especially as people no longer have to go to the commune People's Committee headquarters to wait for money as before, but money is transferred monthly to their personal accounts.

Initially, the implementation of social insurance payments in Son Ha district also encountered some difficulties. For many months, the district failed to meet the targets assigned by superiors. However, after receiving support from members of the Working Group of Project 06 provinces, the district came up with many solutions to overcome the shortcomings and inadequacies.

According to Chairman of Son Ha District People's Committee Dinh Thi Tra, the entire political system from district to commune has stepped up propaganda and mobilized people to open bank accounts and register to receive social security benefits through bank accounts...

Through implementation, by the end of July 2024, the district had 3,809 subjects opening accounts, reaching 80%. The district made payments through bank accounts to nearly 3,000 subjects, reaching nearly 61.2%. The above results exceeded the target assigned by the Provincial People's Committee.

From January to June 2024, Tra Bong district only had 13.7 - 15.2% of subjects agreeing to open an account and register to receive money via bank account. To increase the rate of registration to receive money via account, the district promoted propaganda about the benefits of making non-cash payments. Thanks to that, by August 2024, this rate had increased to 44.4%.

In Son Tay district, to achieve the set plan, the district directed localities to seriously implement Plan No. 17/KH-UBND dated January 25, 2024 of the Provincial People's Committee Chairman. Through propaganda and mobilization, the number of people opening accounts and registering to receive money via bank accounts has continuously increased.

If in the first quarter of 2024, the implementation of social insurance payment was less than 1%, then by August 2024, this rate had increased to 85.1%.

“This result was achieved thanks to the strong participation of the entire political system in the district in promoting and mobilizing people to receive money through bank accounts. In particular, banks and network operators have actively responded to the district's cashless payment,” said Pham Dai Quang, Head of the Department of Labor, Invalids and Social Affairs of Son Tay district.

To achieve the assigned targets, mountainous districts continue to promote propaganda to help people understand the benefits of paying social insurance benefits without using cash.

In addition, the districts also directed the officials and civil servants of the Department of Labor, Invalids and Social Affairs of communes and towns to coordinate with banks, network operators... to carry out procedures to open bank accounts for local subjects.
