The Department of Transport of Ho Chi Minh City has just issued document No. 8280/SGTVT-XD reporting to the City People's Committee on the investment plan for the 15.3km section of My Phuoc - Tan Van road connecting Binh Duong province with Ho Chi Minh City.
According to the Department of Transport, the existing 15.3km section of My Phuoc-Tan Van road overlaps with the Ho Chi Minh City Ring Road 3 route that is being implemented.
This section was invested in by Binh Duong Provincial People's Committee and put into operation in 2015 with a scale of 6 lanes, the intersections on the route are at the same level, so it does not ensure traffic capacity when Ring Road 3 is put into operation in 2026.
According to the Department of Transport, when establishing the investment policy for the Ho Chi Minh City Ring Road 3 project, Binh Duong province previously proposed to solve the intersections with a 15.3km section (the section that coincides with Ring Road 3) through a renovation and upgrading project using ODA capital. This project is expected to be implemented with a completion schedule in 2027-2028.
The Department of Transport stated that the above completion timeline will be slower than the progress of Ho Chi Minh City Ring Road 3. Therefore, this agency warned of the risk of creating huge traffic pressure on My Phuoc - Tan Van road, leading to congestion along the entire route.
According to a report from Binh Duong province, to invest in upgrading the 15.3km section to ensure traffic capacity on the entire route when Ring Road 3 is put into operation in 2026, a huge amount of capital, about VND 28,279 billion, is needed.
In phase 1, the province will invest in 4 elevated expressway lanes on the left side of the route (from Tan Van to Binh Chuan) to synchronize with the ongoing Ho Chi Minh City Ring Road 3 project. The underground part, on the right side of the expressway overpass, will have 6 existing car lanes, on the left side of the overpass, 2 more motor vehicle lanes and 1 non-motor vehicle lane with sidewalks will be built.
The clearance area of 16m on the left side of the route (Tan Van - Binh Chuan direction) has a total width after clearance of 48m. The intersections with overpasses of the Binh Duong province public transport infrastructure improvement project will be cleared once according to the planned road width of 64m.
The completion phase will invest in 8 elevated expressway lanes, the middle part below the 2 viaduct piers will be arranged with 6 car lanes 3.75m wide/lane, the outside part of the 2 viaduct piers will be arranged with 2 motor vehicle lanes, 1 non-motor vehicle lane and sidewalk, the total cross-section width is 64m...
Due to the large budget for project implementation, Binh Duong province has submitted a report and proposed that the Prime Minister consider supporting and approving the policy of assigning the province to invest in the form of public investment.
In Notice No. 175/TB-VPCP dated April 22, 2024 of the Government Office, Deputy Prime Minister Tran Hong Ha agreed to assign the Ministry of Transport to preside over and coordinate with the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province to propose specific investment implementation plans and report to the Prime Minister for consideration and decision.
Binh Duong province is studying investment options for this section. The provincial People's Committee has issued a report, recommending the Prime Minister to consider supporting and approving the policy of assigning this locality to invest in the form of public investment.
