Hai Hoa Ward is located in the center of Nghi Son town. With the advantage of a long coastline, beautiful beaches, favorable for tourism development, Hai Hoa welcomes hundreds of thousands of tourists every year to visit and relax. However, as a place where trade activities develop, Hai Hoa is also an area where many criminal activities occur. From the above reality, Hai Hoa Ward always focuses on propaganda and mobilization work and has many creative ways in security and order work, gradually spreading the movement "All people protect national security" to the people.

Implementing Project 375, Directive No. 10 of the Provincial People's Committee Chairman on building "Safe residential areas in terms of security and order" associated with Circular No. 124/2011/TT-BCA of the Ministry of Public Security stipulating "Safe residential areas in communes, wards, towns, agencies, enterprises, and educational institutions in terms of security and order", in the first 8 months of 2023, the Security and Order Steering Committee of Hai Hoa ward has effectively maintained the operation of 14 civilian protection teams with 27 members, 128 social security teams with 3,437 members in residential groups and sub-areas. The unit also organized the signing of commitments to do many good deeds in terms of security and order to 3,993 households; coordinated with the Party Committees of sub-areas and residential groups to organize the reconciliation of 11 conflicts among the people related to security and order.

The model of "Surveillance cameras associated with ensuring security and order and environmental sanitation" and the model of "Safe residential areas in terms of fire prevention and fighting" have also been effectively maintained. In the past time, the ward has deployed the installation of 125 community cameras on roads and residential areas with many complex security and order issues. In the first 8 months of the year, 27 videos were extracted from the surveillance camera system to clarify security and order issues in the area.

During the "High point of attacking, suppressing crime, ensuring security and order during the Lunar New Year 2023", the locality mobilized people to hand over 1 homemade alcohol gun, 1.5 kg of firecrackers, 2.3 kg of explosives. Along with that, during the high point of organizing registration and activation of electronic identification accounts, Hai Hoa Ward Police advised the Party Committee and People's Committee of Hai Hoa Ward to mobilize the entire political system to participate, establishing 14 guidance teams in residential groups and sub-areas with a total of 235 members from many forces and classes. Up to now, the local police force has guided the registration and activation of level 1 electronic identification for 287 cases, collected level 2 electronic identification for 7,081 cases, and guided the activation of level 2 electronic identification for 5,845 cases.

It can be said that the movement "All people protect national security" has really spread, attracting a large number of people to actively participate, thereby raising the sense of responsibility of cadres, party members and people in the cause of protecting national security, ensuring social order and safety, creating peace of mind, trust and consensus among the people. Mr. Le Quy Sen, a resident of Tien Phong residential group, said: "As a citizen in the ward, I see that the security and order work in the past time has been carried out very well, the ward police have gone to the residential groups to propagate people to implement the Party's policies and guidelines, the State's policies and laws, so cases such as theft and drug addiction have been significantly reduced...".

According to statistics from Hai Hoa Ward Police, in the first 8 months of 2023, there were only 5 security and order incidents in the ward, a decrease of 72% compared to the same period. The above figures demonstrate the effectiveness of the movement "All people protect national security" in the ward, contributing to ensuring political security, social order and safety, serving the task of socio-economic development.

Comrade Le Truong Duoc, Chairman of Hai Hoa Ward People's Committee said: "Implementing the movement "All people protect national security", the Ward People's Committee has developed a plan and organized weekly meetings on security and order work in the area, thereby strengthening leadership and direction of the police force, professional staff, and residential groups to effectively ensure security and order and a peaceful life for the people. Through the movement "All people protect national security", the people have provided the police force with many valuable sources of information related to security and order, mobilized the recovery of weapons and explosives, and reconciled conflicts. In addition, many good practices and advanced typical models in the fight against crime and maintaining security and order have been built and effectively promoted".

In order to maintain the stability of the local security situation, in addition to directing the ward police force to resolutely deploy measures to combat all types of crimes, the Party Committee and the People's Committee of the ward will regularly pay attention to leading and promoting the strength of the entire political system and the entire population to participate in the movement "All people protect national security".
