Carefully assess the difficulties in implementing specific mechanisms

On March 20, Vice Chairman of the National Assembly Nguyen Duc Hai, Head of the National Assembly's supervision delegation on "Implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023", chaired a meeting between the supervision delegation and the Ministry of Transport, the State Audit, and the Government Inspectorate.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that the fiscal and monetary policies supporting the Socio-Economic Recovery and Development Program under Resolution 43/2022/QH15 have been effective, contributing significantly to ensuring social security, maintaining macroeconomic stability, and helping people and businesses overcome difficulties and recover and develop the economy after the Covid-19 pandemic. A large resource of the Recovery Program and the state budget has been allocated to invest in important and urgent projects, contributing to socio-economic recovery and development, especially investment in the transport sector.

Acknowledging that the three ministries and agencies, according to their functions and tasks, have urgently, seriously and actively implemented the resolutions of the National Assembly, the Vice Chairman of the National Assembly noted a number of issues such as: the allocation of investment capital for the program is slow and prolonged, the proposed list has had to be changed and adjusted many times. The implementation of projects using the program's capital is still delayed, not ensuring the completion of projects within the set deadline.

In addition, the coordination between program capital and capital sources in the medium-term public investment plan is slow and ineffective, affecting the progress of capital disbursement. Specific mechanisms in some places and projects are still difficult and problematic, especially in the exploitation of material mines and fill soil; site clearance work in some projects does not meet the progress.

The Vice Chairman of the National Assembly requested the Ministry of Transport, the State Audit, and the Government Inspectorate to continue updating and supplementing information and data; in which, the Ministry of Transport should more carefully assess the effectiveness, difficulties, and obstacles in implementing specific mechanisms (designating contractors; exploiting material mines; assigning localities to be the competent authorities for investment in expressway projects in provinces and cities).
