Deputy Prime Minister Tran Hong Ha has just signed a decision to establish a State Appraisal Council to appraise and adjust the investment policy for the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1.
The Appraisal Council is chaired by the Minister of Finance; the Deputy Minister of Finance is vice chair. The members of the Appraisal Council include leaders of the Ministries of Construction, Agriculture and Environment, National Defense, Public Security, Justice, Industry and Trade and leaders of the People's Committees of Dong Nai and Ba Ria - Vung Tau provinces.

Previously, the Ministry of Construction submitted a document to the Government requesting consideration of adjusting the investment policy for the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1.
The preliminary total investment of the project after review and update is more than 22,000 billion VND, an increase of more than 4,200 billion VND compared to the preliminary total investment approved by the National Assembly.
The reason for the increase in investment is that the Ministry of Construction proposed to add a different level intersection connecting with My Xuan - Ngai Giao road (provincial road 991) to strengthen the connection between Cai Mep - Thi Vai port area and Long Thanh International Airport. In addition, there is an increase in compensation, support and resettlement costs of the project due to the re-counting and re-accuracy of the volume and area structure of affected land types; re-accuracy of volume and cost of technical infrastructure relocation; fluctuations in compensation unit prices in Dong Nai and Ba Ria - Vung Tau provinces at the time of land acquisition compared to the plan.
This project has increased capital due to increased construction and equipment costs due to reviewing, updating, and optimizing design solutions for soft soil treatment, bridge design, etc. to suit actual conditions, stability, and safety in operation. The fluctuation in unit prices of materials, labor, and construction machinery at the time of preparation and approval of technical design documents and construction estimates in 2023 compared to the time of preparation of the previous investment policy.
In addition, the authorities also added vehicle weighing stations to 3 component projects.
The Bien Hoa - Vung Tau Expressway was started in June 2023, nearly 54 km long through the two provinces of Dong Nai and Ba Ria - Vung Tau, with a scale of 4-6 lanes and a total investment of 17,800 billion VND. To date, the Bien Hoa - Vung Tau Expressway section through Ba Ria - Vung Tau province (19.5 km) has been basically completed, expected to be technically opened to traffic on April 30 and can be exploited in June this year, 6 months ahead of schedule. Meanwhile, the section through Dong Nai province, more than 34 km long, is currently under construction and carrying out site clearance work.
