During the 95 years of leading the Vietnamese revolution, our Party has always affirmed its pioneering role, leading and organizing the successful implementation of political, economic and social tasks. In the current period, facing the strong requirements of innovation, building a streamlined, effective and efficient administrative apparatus has become an urgent task, a profound revolution in the entire political system.
With a revolutionary spirit and high sense of responsibility, the Party has issued many important resolutions on streamlining the apparatus and organization, especially Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". These policies not only demonstrate political determination but also affirm the Party's leadership and organizational role in institutional reform.
Our Party has determined that streamlining the apparatus does not only mean reducing the number of cadres and civil servants, but also improving the quality of the team and building an effective operating mechanism. At the same time, it ensures synchronization and consistency between levels and sectors to avoid the situation of "hot above, cold below", creating a strong spread throughout the entire political system.
In the context of globalization and the strong development of science and technology, the requirements for the state management system are increasingly high. A cumbersome and inefficient apparatus not only reduces management capacity but also creates a great burden on national resources.
Streamlining the apparatus is not only a technical management issue but also a decisive factor for the country's sustainable development. This is an important political task, directly related to improving the Party's leadership capacity, the State's management efficiency and the quality of service to the people.
To realize this goal, the Party has determined that it is necessary to continue promoting the role of the core leadership and resolutely overcome manifestations of stagnation, conservatism, and avoidance in the organizational apparatus.
The Party has issued policies and resolutely directed the development of clear and specific evaluation criteria to screen, arrange and use cadres in accordance with task requirements; built and implemented outstanding mechanisms and policies to encourage elderly cadres to be ready to retire early, making way for young cadres, and providing them with proper training.
In addition, the Party also pointed out that it is necessary to promote the application of information technology in administrative management, build e-government, and reform administrative procedures in a synchronous manner. This not only helps improve management efficiency but also creates more favorable conditions for people and businesses.
In addition, streamlining the apparatus also requires the participation and strong support of all cadres, party members and people of all walks of life. The Party requires doing a good job of grasping the aspirations and public opinion in order to have a way of propagating, creating unity within the Party and consensus in society so that each individual and organization is deeply aware of the meaning and importance of this reform.
Streamlining the apparatus is not only a timely task but also a long-term strategic requirement to build a state that is truly “of the people, by the people and for the people”. With its leadership and implementation role, our Party will certainly lead this revolution to victory, contributing to creating strong driving forces for the country on its journey into a new era, the era of national growth.
