3,600 delegates attended the Cambodian People's Party (CPP)'s expanded extraordinary national congress of 2023 on December 9 in the capital Phnom Penh.
On the morning of December 9, at the 7/1 Palace, the headquarters of the Central Committee of the Cambodian People's Party (CPP) in Phnom Penh, the CPP's Extraordinary National Congress officially opened under the chairmanship of CPP President Samdech Techo Hun Sen and CPP Honorary President Samdech Heng Samrin.

Among the delegates attending the congress were 739/865 Central Committee members, along with senior representatives of the ruling party from legislative and executive bodies at the central and local levels, as well as representatives of Party Working Committees in charge of supporting grassroots organizations nationwide.
Founded in 1951, the CPP has been the ruling party in Cambodia since 1979. In the general election in July 2023, the CPP won an overwhelming victory with 120/125 seats in the current 7th National Assembly.
The CPP's extraordinary national congress at the end of 2023 will take place on December 9 and 10. The congress will discuss and approve a draft report on the party's work in 2023 and the direction of work in 2024. In addition, the congress is expected to elect additional positions of Party Vice Chairman, Standing Committee member and Central Executive Committee member of the CPP.
Speaking at the opening session, CPP Honorary President Samdech Heng Samrin reviewed the situation in Cambodia during the recent special period, with the 7th National Assembly having just established a new Royal Government with a young succession team of leaders that the Party had long planned. This showed that the CPP has never been negligent or lacked initiative in its strategic work.
According to Samdech Heng Samrin, all of the CPP's comments always adhere to an objective, comprehensive, and specific historical and developmental perspective. However, preparations for generational transfer are necessary, and the appropriate time for transfer must be carefully considered to ensure continued maintenance of peace, stability, security, and development of the country.
CPP Honorary President Samdech Heng Samrin said that the country's situation through the results of the National Assembly election on July 23, 2023, in which the CPP received an overwhelming 82.3% of the votes, shows that the people continue to support the CPP, continue to support Samdech Techo Hun Sen and support Samdech Thipadei Hun Manet as the next Prime Minister with high confidence.
He stated: “It is the election results that allow the party to set a specific time for the generational transition right from the beginning of the term of the 7th National Assembly. That is also the time to open up opportunities for the old generation of leaders to continue to follow and support the leadership activities of the new generation in a clear-sighted and optimistic manner. That is the actual situation of the CPP.”
Mr. Heng Samrin emphasized that, after nearly 4 months since the inauguration of the 7th National Assembly and the 7th Royal Government, under the leadership of the new government headed by Prime Minister Samdech Thipadei Hun Manet, the general situation of Cambodia remains stable in terms of politics, economy and society, especially foreign affairs are more active.
The CPP Honorary President also thanked party members for their efforts to fulfill the party's tasks, and thanked the people as well as foreign friends, development partners, domestic and international organizations for their great contributions to Cambodia.
