Negotiations on the Vietnam-UAE Comprehensive Economic Partnership Agreement have made breakthrough progress.

On December 3, during a bilateral activity program in the United Arab Emirates (UAE), Prime Minister Pham Minh Chinh received Minister of State for International Trade, UAE Ministry of Economy , Mr. Thani bin Ahmed Al Zeyoudi, along with leaders of 9 large enterprises and investment funds of the UAE.

These enterprises include Mubadala Group, Masdar Energy Group, Abu Dhabi Development Fund, ADQ Sovereign Fund, Abu Dhabi National Oil Corporation...

Prime Minister Pham Minh Chinh and UAE Minister of State for International Trade, Ministry of Economy Thani bin Ahmed Al Zeyoudi were pleased to note that the friendly relations and good cooperation between the two countries have had positive developments in many fields in recent times; they agreed that the two sides still have great potential for cooperation to continue promoting economic, trade and investment cooperation, including investment from UAE funds in Vietnam, especially in the fields of renewable energy, offshore wind power, infrastructure, etc.

Mr. Thani bin Ahmed Al Zeyoudi thanked the Vietnamese delegation and Prime Minister Pham Minh Chinh for their active contributions to the success of the COP28 Summit held in the UAE.

The UAE Minister of State for International Trade, Ministry of Economy, said that thanks to the attention and strong and close direction of the senior leaders of the two countries, the negotiations on the Vietnam-UAE Comprehensive Economic Partnership Agreement (CEPA) have just achieved breakthroughs, have completed most of the contents and can be signed in 2024.

Welcoming the negotiation results achieved in a record short time, the Prime Minister said that during the meetings, the UAE President affirmed that there are no restrictions on Vietnamese goods entering the UAE and encouraged maximum UAE investment in Vietnam; the UAE wishes to cooperate with the Vietnamese side to implement the establishment of a Microsoft Research Center in Vietnam.

Vietnam has gained a lot of negotiation experience after participating in 17 free trade agreements with over 60 countries and territories. The Prime Minister suggested that both sides continue to promote and soon complete negotiations on the CEPA agreement with a flexible and practical approach, promptly resolving arising issues.

The Prime Minister welcomed UAE corporations, businesses and investment funds to explore opportunities and continue to expand operations, cooperation and investment in Vietnam. Vietnam is developing preferential investment policies for emerging and high-tech industries and sectors that the nine businesses attending the meeting are very interested in.

According to the Prime Minister, together with current regulations, CEPA and this preferential policy, when effective, will be important foundations for businesses to implement specific cooperation projects.

The Prime Minister suggested some orientations such as developing seaport cities instead of just seaports; UAE investment funds can immediately participate in developing Vietnam's financial centers...

Also at the meeting, leaders of corporations and enterprises informed about cooperation and investment activities in Vietnam and shared ideas and orientations for the coming time; affirmed that they are looking forward to the CEPA Agreement to promote cooperation and investment with Vietnam in the fields of infrastructure, seaports, digital transformation, clean energy, renewable energy, offshore wind power, building a financial center in Ho Chi Minh City, healthcare, agriculture, etc.

Leaders of Vietnamese ministries, sectors and the Vietnam Oil and Gas Group responded to the opinions, proposals and concerns of UAE businesses, introducing a number of specific projects in which the UAE can cooperate and invest.

On this occasion, Prime Minister Pham Minh Chinh and Mr. Thani bin Ahmed Al Zeyoudi, Minister of State for International Trade, Ministry of Economy of the UAE witnessed the signing of memorandums of understanding on cooperation between Abu Dhabi Port and the Vietnam Maritime Administration, between Sirius IHC digital technology group and the National Digital Transformation Agency (Ministry of Information and Communications).
