Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong said: The task of gradually making English the second language in schools is in line with the trend of learning and working in the new era. In the past time, the Drafting Committee has drafted the Project, organized a number of workshops to collect opinions in a spirit of urgency, sprint, breakthrough but methodical, ensuring feasibility.
The Deputy Minister also emphasized that the development of the Project needs to aim towards national and international standards and synchronize solutions, from policy mechanisms, human resources to technology application, digital transformation, solving problems of learning materials, regional gaps, lack of teachers, etc.
The Deputy Minister requested that higher education institutions, especially those providing English training and English pedagogy, proactively develop programs, prepare staff and facilities according to their capacity to train students; proactively develop programs, methods and approaches to train teachers; coordinate with the Departments of Education and Training to order training and teacher development to meet practical needs.
Associate Professor, Dr. Nguyen Duc Son, Rector of Hanoi National University of Education, said: From 2013 to present, under the direction of the Ministry of Education and Training, with practical support from the National Foreign Language Project, Hanoi National University of Education has implemented many training programs, fostering teachers teaching in English, developing a system of programs, learning materials, staff and recruiting, training in the following majors: Mathematics Pedagogy (taught in English), Primary Education - English Pedagogy, Preschool Education - English Pedagogy. Since 2014, the school has expanded to Physics Pedagogy, Chemistry Pedagogy, Biology Pedagogy and Informatics Pedagogy (teaching these subjects in English).
Accordingly, Hanoi National University of Education recognizes that the development of a team of lecturers and teachers teaching subjects and majors in English needs to be identified as one of the strategic focuses, which is decisive for the successful implementation of the objectives of the Project to make English the second language in schools. Hanoi National University of Education is committed to accompanying the Ministry of Education and Training, ready to share resources, contribute expertise and practical experience to effectively implement the contents of the Project in the coming time.
Commenting on the draft, Vice Principal of Ho Chi Minh City University of Education Bui Thi Quynh Ngoc commented: This draft Project demonstrates a meticulous investment, long-term vision and a new approach, not simply teaching English, but building an ecosystem for using English in schools.
According to Dr. Bui Thi Quynh Ngoc, some key points that need to be focused on are: Reviewing the organization of capacity building for staff; building capacity for integrated teaching of content and language for teachers at all levels, including English teachers; for teachers of other subjects, it is necessary to be trained in specialized English appropriate to the teaching content. In addition, the Project should aim to develop a national digital learning materials system, integrating AI, capable of analyzing learners' capacity and personalized learning paths. This will both improve quality and save costs, avoiding fragmentation among localities.
Ms. Nguyen Thi Thanh, Chairwoman of the School Council, Central Pedagogical College proposed: The drafting committee needs to add a list of learning materials so that educational institutions, especially preschool education, can be provided with additional facilities and equipment to effectively implement the Project.
