Ensure drug quality standards

In recent years, the Provincial Testing Center (Provincial Department of Health) has stepped up inspection, supervision and quality management of drugs and cosmetics produced, stored, circulated and used locally.

In order to meet the quality of testing of drug and cosmetic samples, the Provincial Testing Center maintains a Quality Management System according to ISO/IEC 17025:2017 and the principles and standards of "Good Laboratory Practice - GLP" with 33 tests. The basic equipment invested in is included in the list of equipment for drug testing rooms (according to WHO recommendations in 2002) and has been effectively serving the analysis and evaluation of the quality of essential drugs circulating in the province. Some modern testing techniques have been increasingly applied such as high-performance liquid chromatography (HPLC) and ultraviolet-visible absorption spectroscopy (UV-VIS).

Currently, 100% of provincial and district hospitals, district, town and city medical centers, and drug warehouses of pharmaceutical companies are monitored for drug quality and sample testing at least once a year. Each district, town and city has at least 1 regional polyclinic and 2 commune health stations that are monitored for drug quality and sample testing. In addition, this work is also applied to over 50% of pharmacies and drug stores in the area.

Ms. Pham Bich Van, Deputy Director of the Department of Health, Director of the Provincial Testing Center said: We regularly organize inspections and supervision of drug trading and distribution establishments in the province, with special attention paid to inspecting drugs that are susceptible to change or deterioration in quality, drug stores in remote areas, and commune health stations.

The inspection, monitoring of drug quality, and sampling for testing will be based on the list of active ingredients and medicinal herbs prioritized for quality testing to carry out sampling at the facility. The inspection and assessment of drug quality is carried out in accordance with the requirements and quality standards so that people can use quality and safe drugs. In 2022, the Provincial Testing Center established 17 teams to collect drug samples for quality monitoring at 158 ​​facilities, with a total of 822 drug samples, and detected 1 sample that did not meet quality standards. In the first 4 months of 2023, the center established 6 teams to collect drug samples for quality monitoring at 50 pharmaceutical establishments in Lao Cai city and Van Ban district. Of the total 262 samples collected, 260 drug samples, 200 samples met quality standards, and 60 samples are being tested.

Pharmaceutical companies and private pharmacies in the province have increased their responsibility through self-inspection, drug quality monitoring and sending samples for testing. However, currently, there are many new active ingredients and dosage forms that the center has not been able to test due to lack of analytical equipment and lack of standard substances and reference substances. In addition, the drug quality standards of manufacturers have not been fully updated on the hethongkiemnghiem.vn software, so the Provincial Testing Center has encountered many difficulties in looking up and applying the correct quality standards.

Overcoming these difficulties, in the coming time, the Provincial Testing Center will study solutions to further improve the effectiveness of testing as well as manage the quality of drugs and cosmetics in circulation, storage and use in the area, contributing to improving the effectiveness of treatment and health care for the people.
