Working in Ha Tinh, Deputy Prime Minister Tran Hong Ha requested units and localities to coordinate in mobilizing local human resources and materials, proactively using technology, techniques and knowledge to implement key projects to ensure progress and quality.
Continuing his working trip to Ha Tinh, on the afternoon of February 17, Deputy Prime Minister Tran Hong Ha chaired a working session with the provinces of Ha Tinh, Nghe An, and Quang Binh on a number of issues related to the North-South expressway project and the 500kV line 3 circuit Quang Trach - Quynh Luu project. Also attending were Minister of Industry and Trade Nguyen Hong Dien, Minister of Transport Nguyen Van Thang, and Minister of Natural Resources and Environment Dang Quoc Khanh. At the meeting, leaders of Nghe An, Ha Tinh and Quang Binh provinces reported on the progress, site clearance work, and some difficulties related to the projects.
On the side of Ha Tinh province, Chairman of the Provincial People's Committee Vo Trong Hai emphasized that recently, the province has focused on site clearance and related tasks for contractors and construction units to implement projects.

For the North-South Expressway project, the province has handed over 100% of the Dien Chau - Bai Vot section to the project; the Bai Vot - Ham Nghi section, Ham Nghi - Vung Ang section and Vung Ang - Bung section have handed over 98.5%, the province is making high efforts to focus on implementation and hand over the entire section in May 2024.
Regarding the exploitation of mineral mines for construction materials for projects, Ha Tinh has approved 11 mineral mines for common construction materials (new mines) to meet the project construction progress. The province has also carried out timely procedures in accordance with regulations for converting forest use purposes.
For the 500kV transmission line project, Ha Tinh localities have handed over 100% of the pole foundation locations; the next steps are being implemented, striving to complete and hand over 100% of the route corridor (140.8km) in March.
Currently, Ha Tinh still has 62 out of 285 foundation locations that cannot be constructed. The reason is that the procedures for impacting the forest to open the road for construction to the foundation location have not been completed (60/62 locations), 2/62 locations in Cam Xuyen district must wait for resettlement arrangements.
Minister of Industry and Trade Nguyen Hong Dien: There needs to be a political decision from the Government to allow localities to decide on policies on impacting forests to build temporary roads and temporary construction works while waiting for amendments and supplements to Decree 156/ND-CP of the Government.
Along with Ha Tinh, the progress of projects in Nghe An and Quang Binh provinces is basically guaranteed.
At the meeting, the provinces affirmed their determination and efforts to complete local tasks, contributing to the completion of key projects on schedule in accordance with the Prime Minister's strong direction.
Localities also recommended that the Government soon issue a Decree amending Decree No. 156/2018/ND-CP to remove difficulties and obstacles related to the impact on forests when building temporary works to serve the construction of works and projects. While waiting for the issuance of the amended Decree, it is recommended to consider and approve EVN's proposal (the Prime Minister assigned the People's Committees of the provinces to decide on the policy on impact on forests to build temporary roads and temporary works to serve the construction while waiting for amendments and supplements to Decree 156/ND-CP of the Government).
Minister of Transport Nguyen Van Thang: Ha Tinh has proactively and promptly proposed a number of difficulties and solutions in implementing the North-South expressway project.
The provinces also requested EVN to coordinate in developing a land acquisition policy framework to submit to the Government for approval in accordance with the provisions of Decree 06/2020/ND-CP regulating compensation, support, and resettlement when the State acquires land.
Direct units to urgently complete the dossier requesting a decision on the policy of changing the purpose of forest use to another purpose for the area of pillar foundations located outside the location, boundary, and area where there is a decision on the policy of changing the purpose of forest use.
Minister of Natural Resources and Environment Dang Quoc Khanh: Proposes that provinces urgently speed up the construction of resettlement areas in projects to speed up site clearance progress; effectively manage planned material sources to serve key national projects.
Discussing at the working session, leaders of central ministries, branches and related units also proposed and discussed a number of important contents and solutions so that the projects can continue to be implemented on schedule in the coming time.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha said that compared to the time of implementation, up to now, the projects have had great changes. Although the projects have faced many difficulties in terms of policies, coordination mechanisms, investment policies, site clearance, construction organization, etc., with the strong direction of the Prime Minister, central ministries and branches, high political determination of localities, and the consensus and support of the people, the progress of the projects has still been accelerated, meeting requirements.

On behalf of the Government, Deputy Prime Minister Tran Hong Ha highly appreciated and commended the determination of the three provinces of Ha Tinh, Nghe An, and Quang Binh in focusing on implementing political tasks related to the implementation of key national projects; demonstrating the determination of the leaders of the Party Committee and local authorities. On the construction sites, the Prime Minister's direction was demonstrated: "Only discuss work, do not retreat, overcome the sun and rain, eat and sleep quickly, work in 3 shifts, 4 shifts, work through holidays and Tet". These results also draw many important lessons in the coordination between the Central and local levels, the implementation of key projects...
The Deputy Prime Minister also said that the projects still have many limitations and difficulties related to compensation and site clearance policies; relocation of technical infrastructure works; impact on forests; exploitation of material mines... Therefore, units and localities need to implement solutions to ensure progress and efficiency.
Regarding the 500kV transmission line project, investors need to coordinate with localities, mobilize local human resources and materials; proactively use technology, techniques and knowledge to implement construction. To resolve difficulties and problems related to the impact on forests when building temporary works to serve the construction of works and projects, the Ministry of Agriculture and Rural Development is requested to coordinate with the Government Office to promptly advise and submit a resolution policy, and complete before February 20.
Propose that provinces continue to make efforts to hand over the foundation sites, complete and before February 20; regarding the corridor site, no later than March 15, it must be handed over to the investor.
The Deputy Prime Minister affirmed that the Government is committed to soon having a policy to remove difficulties related to the impact on forests; therefore, localities need to promptly start implementing related tasks. He requested EVN to coordinate and soon complete the designs to hand over data to localities to carry out site clearance work.
Regarding the North-South Expressway project, localities continue to focus on site clearance. The Ministry of Construction needs to issue a general document to guide provinces and cities in determining material prices at the mine. The Government agrees with the policy and proposal to open intersections, creating space and corridors for socio-economic development in localities. It is recommended that localities review and supplement planning; consider adjusting capital mechanisms.

During the construction process, it is necessary to pay attention to quality, technique, safety, environmental protection and regularly exchange information with authorities at all levels to remove difficulties and obstacles, creating the most favorable conditions for the project.
