Ensuring data connection for online direction on disaster prevention and control

Storm No. 3 is a historic storm with strong winds and wide storm circulation with heavy rainfall, causing serious damage to people and property in most provinces and cities in the North of our country.

Faced with the complicated developments of storms and floods in the coming time, in order to proactively and flexibly respond and serve the Government leaders in meeting, directing and promptly operating on natural disaster prevention and control and search and rescue from the Government Headquarters to the ministries, branches, localities and in the field, Deputy Prime Minister Tran Hong Ha requested:

The Government Office presides over and coordinates with ministries, branches, localities, corporations, and state-owned corporations to coordinate and be ready to serve the organization of online meetings, directions, and operations of Government leaders at the Information Center, and the direction and operations of the Government and the Prime Minister to the bridge points of ministries, branches, localities, and the field.

At the same time, continue to work with relevant ministries, branches and localities to develop and perfect online command and control scenarios; connect, integrate and provide relevant information and data; organize drills of online command plans to serve Government leaders in meetings, command and control of natural disaster prevention and control and search and rescue at the Government and Prime Minister's Information and Command Center.

The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Public Security, the Ministry of National Defense and relevant ministries, branches and localities to ensure network information security and network security of information systems serving Government leaders in meetings, directing and operating on disaster prevention, control and search and rescue.

At the same time, direct the Corporations and General Corporations: Military Industry - Telecommunications (Viettel), Vietnam Posts and Telecommunications (VNPT), MobiFone Telecommunications Corporation, Vietnamobile Mobile Telecommunications Joint Stock Company to ensure telecommunications infrastructure in the field and difficult locations to serve the Government leaders in directing and operating online.

The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to ensure connection, integration, and sharing of information and data from the Vietnam Disaster Monitoring System (vndms.dmc.gov.vn) and the Vietnam Irrigation Database System to monitor real-time data on monitoring (river water level, water flow, flood discharge, etc.), disaster prevention and control works, irrigation reservoirs; dike systems, fishing vessel monitoring, camera surveillance systems, etc. and aggregated information and data on agriculture, forestry, salt production, fisheries, irrigation, disaster prevention and control with the Information Center, command and control of the Government and the Prime Minister.

The Ministry of Natural Resources and Environment ensures connection, integration, and sharing of information and data on flash flood and landslide warnings (luquetsatlo.nchmf.gov.vn), weather, climate, hydrology, oceanography, storm, flood and rain forecasts; remote sensing data, digital maps; updating information from information systems of international organizations... with the Information Center, command and control of the Government and Prime Minister.

The Ministry of Industry and Trade ensures connection, integration, and sharing of information on the national power dispatch situation and water level warnings at important national hydropower reservoirs (thuydienvietnam.vn) with the Information Center, command and control of the Government and the Prime Minister.

The Ministry of Finance connects, integrates, and shares information and data on plans to ensure timely delivery of national reserve goods to localities with the Information Center, command and control of the Government and the Prime Minister.

The Ministry of National Defense ensures a secure and confidential dedicated communication line from the Office of the National Committee for Incident, Disaster Response and Search and Rescue to the Information Center and the command and control of the Government and the Prime Minister (when needed).

Provide and share comprehensive information on the situation of mobilization, implementation, and coordination between forces and means of ministries, branches, localities, and related organizations and enterprises with the Information Center, command and control of the Government and Prime Minister.

The Ministry of Public Security ensures connection, integration, and sharing of information and data on residents in areas affected by natural disasters with the Information Center, command and control of the Government and the Prime Minister to serve the evacuation of people, vehicles, assets, rescue, and ensure security, social order and safety.

The Ministry of Health ensures connection, integration, and sharing of information and data on medical equipment, supplies, and doctors to support localities in rescuing victims and handling environmental sanitation to prevent and combat epidemics after natural disasters, floods, and inundations with the Information Center, command and control of the Government and Prime Minister.

Relevant ministries, branches and localities ensure infrastructure and equipment to connect online meeting rooms (to commune level); connect and provide information, monitoring data, and surveillance cameras in the field with the Information Center, command and control of the Government and Prime Minister; prepare content to report on the situation at the meeting.

The Deputy Prime Minister requested ministries, branches, localities, corporations, and state-owned corporations to assign focal officers to coordinate in the implementation work, and send information to the Government Office before September 25, 2024.

Requesting Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to direct resolutely, complete assigned tasks, and report to the Prime Minister on implementation results before September 30, 2024.
