Ensuring conditions for implementing Electronic Health Book and issuing Criminal Record Certificates via VNeID

Implementing the Prime Minister's conclusion at the conference to review Project 06 in the first six months of 2024, the Ministry of Public Security has coordinated with the Ministry of Justice , the Ministry of Health, the Vietnam Social Security, and local People's Committees to prepare legal conditions, technology infrastructure, data, and resources to deploy the Electronic Health Book and issue Criminal Record Certificates on VNeID.

Created over 32 million Electronic Health Record data

To date, the Ministry of Health has created 32,062,931 electronic health book data for people and synchronized them through Vietnam Social Security to integrate into VNeID.

Of which, 14,638,905 citizens have integrated their Electronic Health Book on VNeID with 12,518/12,693 health insurance examination and treatment facilities (reaching a rate of 98.6%).

The Ministry of Public Security, in coordination with the Vietnam Social Security and the Ministry of Health, has created and integrated 911,696 data on referral papers and 2,629,117 data on re-examination appointment papers on VNeID, ready for nationwide publication.

Regarding the deployment of free medical kiosks with integrated electronic health books, the Ministry of Public Security has coordinated with businesses and HDBank to commit to deploying a free medical kiosk system with a minimum of 1,001 medical kiosks , ensuring deployment in 20 central hospitals, 63 provincial hospitals, 707 district hospitals and 20 industry hospitals and related units (to date, 44/63 provinces and cities have registered to deploy with 217 medical kiosks).

According to the Government's Project 06 Working Group, the implementation of the Electronic Health Book will help people monitor their health status, use referral papers, and re-examination appointment papers through the VNeID application easily and conveniently, reducing complicated and cumbersome administrative procedures.

It is estimated that each year, about 1,150 billion VND will be saved in medical records for 230 million medical examinations.

Expand the pilot nationwide

Regarding the implementation of issuing Judicial Records, after more than 4 months of pilot implementation in Hanoi City and Thua Thien Hue Province, initial results have been achieved, bringing convenience and receiving enthusiastic support from the people.

Specifically, Hanoi City received more than 45,000 applications, Thua Thien Hue Province received more than 5,000 applications for criminal records on VNeID, accounting for more than 70% of the total number of applications requesting criminal records of the two provinces.

With the annual demand for criminal records nationwide reaching about 2.6 million requests, when people register for criminal records on VNeID, it helps save about 400 billion VND per year for people and society.

Up to now, in terms of infrastructure, local ministries and branches have proactively reviewed data to deploy the issuance of criminal records on VNeID according to Directive 23/CT-TTg dated July 9, 2023 of the Prime Minister.

To expand the pilot implementation of issuing criminal records via VNeID nationwide from October 1, 2024 to June 30, 2025, the Government's Project 06 Working Group requested the leaders of the People's Committees of provinces and cities to strictly direct the implementation of Procedure No. 570 dated September 20, 2024 on the pilot implementation of issuing criminal records via VNeID.

Directing the review and cleaning of data, maintaining "correct, complete, clean, and alive" data on judicial records, criminal records, and criminal record deletion, moving towards synchronization, shortening the time for issuing certificates and handling administrative procedures for people.

Review and complete the provincial administrative procedure settlement information system to ensure synchronization, connection, and data sharing with the software for issuing criminal records and related specialized databases to serve the settlement of administrative procedures.

Regarding the implementation of Electronic Health Books on VneID, the People's Committees of provinces and cities direct medical examination and treatment facilities to promote propaganda and guide people to use Electronic Health Books instead of paper health books; organize the collection, update, maintenance and implementation of data connection according to the instructions of the Ministry of Health.
Deploy referral forms and re-examination appointment forms on VNeID and Reuse blood test results on the Electronic Health Book for hospitals to use to help people avoid having to test multiple times when there are instructions from the Ministry of Health.
