Ensuring security in ethnic minority areas.

With 34 ethnic minority groups accounting for over 8% of the province's total population, ethnic minorities in Binh Thuan currently reside in 17 purely ethnic minority communes and 32 mixed-village hamlets across 8 out of 10 districts, towns, and cities. Thanks to the effective implementation of socio-economic development policies, the ethnic minority areas in the province have generally flourished, and the material and spiritual lives of the people have gradually improved.

Accordingly, the national healthcare and education systems have been established, with 100% of mountainous and ethnic minority communes having health stations and schools, and in some localities, investment has been made in building ethnic minority boarding schools. Besides increasingly convenient transportation, the electricity grid and postal and telecommunications services have also been extended to communes, and radio and television broadcasting has reached even the most remote villages (including programs broadcast in ethnic minority languages)... Nevertheless, these remain the most challenging areas, requiring continued attention and investment for comprehensive socio-economic development, while maintaining political stability and security in ethnic minority regions.

Ensuring security and order in ethnic minority areas is a crucial and ongoing task for all levels of government, under the direct and comprehensive leadership of Party committees and the administration of the government, with the People's Police force playing a core role. Therefore, in recent times, the Provincial Police have consistently performed well in advising the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee on directing relevant departments and agencies to coordinate the implementation of Party policies and State laws related to ethnic affairs, achieving effective results. This includes, in particular, consolidating and strengthening the political organizational system at the grassroots level, focusing on resolving issues related to land, production, transportation infrastructure, improving cultural levels, training local cadres, and improving the material and spiritual lives of the people. Alongside this, they have also focused on promptly resolving and stabilizing complex issues that arise, preventing them from becoming "hot spots" of security and order in ethnic minority areas. In addition, the police forces at all levels and localities have been directed to effectively implement the plan on ensuring security in ethnic minority areas in the new situation.

Continuing to promote the role of influential figures in ethnic minority areas is considered a crucial task, both urgent and fundamental in the long term, to meet the requirements of combating and preventing the schemes of hostile forces that exploit ethnic and religious issues to incite opposition and sabotage. Therefore, the Provincial Police have focused on directing police units and localities to proactively implement this work effectively. Through this, they aim to promote the positive aspects of influential figures to help overcome existing shortcomings and limitations, as well as to promptly detect and prevent negative impacts on ethnic minority areas. Furthermore, they engage with and raise awareness among religious leaders, village elders, and village heads about the importance of influential figures in the cause of national construction and defense.

In addition, the Provincial Police also directed efforts to consolidate, build, and expand the model of "self-governance and self-defense" among the people, thereby participating in ensuring security in ethnic minority areas in the new situation. Furthermore, they advised local Party committees and authorities to organize and strengthen the "Patrol Team" model in villages bordering Kinh and ethnic minority communities to promote the nationwide movement for protecting national security… This not only contributes to maintaining political security and social order in ethnic minority areas but also strengthens the unity of ethnic groups in the province.
