It is known that the Dai Nghia 1 Industrial Cluster project was approved by the Provincial People's Committee in Decision No. 112/QD-UBND dated January 13, 2016 and Decision No. 1501/QD-UBND dated May 22, 2019; the detailed planning 1/500 was approved by the District People's Committee in Decision No. 59/QD-UB dated February 18, 2005; approved for adjustment and supplementation in Decision No. 2150/QD-UBND dated November 21, 2012, No. 993/QD-UBND dated November 6, 2019.

Up to now, Dai Nghia 1 Industrial Park has been invested in and completed by the investor, Hoa Binh Quang Nam Infrastructure Construction Investment Joint Stock Company, with items such as leveling the ground and continuing to invest in items such as traffic systems, sidewalks, trees, etc.

However, due to the impact of prolonged heavy rain in 2023, the northern slope collapsed, affecting the medium-voltage power line and residential road near the slope, affecting people's travel.

The landslide has affected the foot of the slope, encroaching on the planned area for the water supply and wastewater treatment plants. The planning adjustment to rearrange the location of the above infrastructure works is to ensure the project's operation.

The local planning adjustment is carried out on an area of ​​95,955m2 located within the area managed and used by Hoa Binh Quang Nam Infrastructure Construction Investment Joint Stock Company.
