Provincial Bar Association Congress for the 2024-2029 term

On May 28, the Provincial Bar Association (PLA) held the 5th Provincial Bar Association Congress for the 2024-2029 term. Attending the congress were comrades: Nguyen Van Quyen, Chairman of Vietnam Bar Association; Nguyen Van Chuong, Vice Chairman of the Provincial People's Committee; 120 delegates representing more than 800 members of the province.

During the past term, the provincial HLGs at all levels have made great efforts in all aspects of work, basically completing the goals set out in the Resolution of the 4th Congress. In particular, policy and law making is considered a key and regular task of the Association. In the period of 2017 - 2024, the Association has signed a coordination charter with the provincial National Assembly Delegation on contributing opinions to the National Assembly's draft laws. During the term, the Association at all levels contributed opinions to 50 new draft laws and amended and supplemented laws; contributed opinions to 212 legal documents and congress documents requested by the Provincial Party Committee, People's Council, Provincial People's Committee and departments and branches. Legal consultancy and legal aid work is carried out flexibly, proactively, and in diverse forms. The Association at all levels organized and coordinated 558 mobile legal consultations for over 12,450 people, directly consulted 659 cases at the office and over 200 cases consulted by phone; provided free legal aid to over 1,800 subjects who are poor, ethnic minorities, and disadvantaged people in society.

Through the support of non-governmental organizations, the Association has organized many seminars, talks, and legal advice for the subjects. Legal propaganda, dissemination, and education activities have been promoted. Over the past 5 years, over 1,800 propaganda sessions have been coordinated for over 132,000 people. The Association at all levels has also effectively participated in judicial reform, law enforcement supervision, complaint and denunciation settlement, and mediation at the grassroots level. During the term, the Association admitted 259 new members, bringing the number of members to 830.

In the 2024 - 2029 term, the Association will continue to promote its activities in the spirit of solidarity, innovation and development for the people and for justice. Implement well the coordination regulations between the Association and the Provincial National Assembly Delegation in policy and law making; focus on improving the quality and effectiveness of legal consultancy, legal aid and propaganda, and legal dissemination; strive to recruit 50 - 60 new members...

Speaking at the congress, comrades Nguyen Van Quyen, Chairman of Vietnam Women's Union; Nguyen Van Chuong, Vice Chairman of the Provincial People's Committee acknowledged and commended the results achieved by the provincial Women's Union at all levels in the past term. In order for the activities of the next term to continue to be highly effective, the comrades requested that the Association at all levels concretize the programs and key tasks that have been set out; do a good job of political and ideological education in the Association's organization, build a team of members with strong political and professional qualities; continue to develop grassroots Association organizations, develop members and improve the quality of the Association's activities; thoroughly grasp and strictly implement regulations on mass association activities; organize and mobilize members to participate in giving opinions on the development of legal documents; strengthen coordination at all levels, sectors, the Vietnam Fatherland Front and organizations in propagating and implementing the foreign policy of the Party and the State; continue to effectively implement Conclusion No. 19 of the Secretariat on strengthening the Party's leadership over the work of the Vietnam Youth Federation and Directive No. 08 of the Prime Minister on implementing solutions to improve the quality and efficiency of the Vietnam Youth Federation's operations in the new period....

The Executive Committee of the Provincial Bar Association, term V, 2024 - 2029, was introduced to the congress.

The Congress elected the Executive Committee of the Provincial HLG for the 5th term, 2024 - 2029, consisting of 23 comrades; Comrade Quach Dinh Minh was elected as Chairman of the Provincial HLG; elected 3 delegates to attend the 14th Congress of the Vietnam HLG. At the Congress, the Chairman of the Vietnam HLG awarded certificates of merit to 4 collectives and 5 individuals with outstanding achievements in the Association's activities.
