In 2024, ethnic work has been directed, coordinated and implemented by the Party, the State and the entire political system at all levels and has been supported by the people of the whole country. Along with the efforts of ethnic minorities, the implementation of ethnic work and ethnic policies has achieved many important results, especially in the implementation of ethnic programs and policies contributing to socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas. The Government and the Prime Minister always pay attention to, direct and operate resolutely, effectively and efficiently ethnic work, especially poverty reduction for ethnic minorities. In particular, it has paid attention to directing specifically and closely the construction and improvement of institutions, removing difficulties and obstacles in implementing ethnic policies, focusing on the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas. As of December 31, 2024, the disbursement progress of public investment capital of Program 1719 reached about 12,560,692 billion VND, equal to 79.3% of the plan, higher than the disbursement progress of public investment capital of the remaining two national target programs. The poverty reduction rate in ethnic minority areas in the year averaged 3.7%, exceeding the assigned plan target. The rate of laborers of working age receiving vocational training suitable to the needs and conditions of ethnic minorities and the characteristics of ethnic minority and mountainous areas reached an average of 54.1%, exceeding the assigned plan target...

Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh emphasized a number of outstanding achievements in implementing ethnic policies in 2024. Regarding the tasks of ethnic work in 2025, the Deputy Prime Minister requested the Ethnic Committee to re-determine its political determination and responsibility to successfully implement ethnic work and ethnic policies of the Party and State. Party committees and authorities at all levels need to engage more strongly and resolutely in implementing ethnic policies and ethnic work, in order to continue to improve the material and spiritual lives of ethnic minorities and mountainous areas. After completing the organizational arrangement of the apparatus according to Resolution 18-NQ/TW of the 12th Party Central Committee, the Ethnic Committee needs to closely follow the Party's guidelines, resolutions of the National Assembly, and national target programs to review goals, targets, and organize implementation. In the immediate future, by 2025, it is necessary to complete the support for housing construction for the poor; summarize phase 1 of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas and prepare for phase 2. Ministries, branches and localities need to focus on disbursing capital for ethnic programs and policies, especially capital from the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; advise and propose the Government to allocate capital for localities to implement programs and policies in the coming time with focus and key points; strengthen propaganda and mobilization so that the determination of the Party and State and the determination of ethnic minorities in poverty reduction in ethnic minority areas are truly sustainable.
