Leaders of Binh Thuan province include: Mr. Dang Hong Si - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Nguyen Hong Hai - Member of the Provincial Party Committee Standing Committee - Vice Chairman of the Provincial People's Committee, Head of the Congress Steering Committee; leaders of Binh Thuan province through the periods; representatives of the Ethnic Minorities Committee of Ba Ria - Vung Tau and Lam Dong provinces and 250 delegates representing over 100,000 ethnic minorities living in the area.
The province has 34 ethnic minorities (105,821 people/26,335 households), accounting for over 8.4% of the province's population. Ethnic minorities reside widely throughout the province with the common form of residence being intermingled with people of other ethnic groups. Each ethnic group has its own cultural identity, customs, practices, and festivals, creating richness and diversity in the culture of ethnic groups in the province.
Ethnic minorities in Binh Thuan province believe in the leadership of the Party and State; have a spirit of solidarity, mutual support, and mutual assistance for development; actively participate in economic and social development, Party and government building in the locality. The intangible cultural heritage "Traditional pottery of the Cham people" of Binh Thuan province has just been recognized by UNESCO in 2023.
During the past term, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Binh Thuan province have closely followed the resolutions, decisions, and directives of the Politburo, the Secretariat, the Government, the Ethnic Committee, etc. to concretize them into resolutions, decisions, and directives suitable to local realities, creating many outstanding results, such as: The whole province has 7/17 communes of pure ethnic minorities recognized as communes meeting the New Rural Standards. The average income per capita in ethnic minority and mountainous areas is 46.8 million VND/person/year, an increase of 20 million VND compared to the beginning of the term; in 17 communes of pure ethnic minorities, it is 43.6 million VND/person/year. The poverty rate in ethnic minority areas in early 2019 was 10.04%; by early 2024, it will decrease to 7.73%.
Recognizing and praising the achievements of organizations and individuals who have done well in their assigned tasks and duties, the Chairman of the Ethnic Committee and the Chairman of the People's Committee of Binh Thuan province awarded Certificates of Merit to 12 groups and 32 individuals and presented Commemorative Medals to 2 individuals with outstanding achievements for many consecutive years in ethnic work and development.
The Congress listened to many presentations on experiences in economic development, building cultural families, and ensuring local security and order from prestigious people and representatives of ethnic minorities in the area and approved the Resolution Letter of the 4th Congress/2024.
Speaking at the Congress, Deputy Minister and Vice Chairman of the Ethnic Committee Y Thong praised and acknowledged the achievements of the Ethnic Affairs sector of Binh Thuan province. In the coming time, the province needs to pay attention to promoting the aspirations of ethnic minorities to strive for sustainable development by continuing to research and raise awareness of the Party and State's policies and guidelines on ethnic policies in the new situation. Effectively implement 3 national target programs, especially the Socio-Economic Development Target Program for the period 2021 - 2030. Preserve and promote cultural values, the role of Prestigious People in the community, ensure national defense and security, and sustainable socio-economic development.
Receiving the opinions and instructions of the leaders of the Ethnic Committee, Mr. Dang Hong Si - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, further oriented: Localities and the Ethnic Committee continue to pay attention with many solutions focusing on improving the quality of material and spiritual life of ethnic minorities, helping ethnic minorities to rise up to become rich legitimately, successfully implementing the goal of Rich People - Strong Country - Fairness - Democracy - Civilization.
As a province bordering the Southern key economic zone, managing a sea area of 52,000 km2, Binh Thuan is the locality with the driest weather conditions in the country, with an average rainfall of 800 mm/year, lower than the national average (1,900 mm/year), which has had a certain impact on the life, activities and production of the province.
