(NLDO) - The rights, obligations and responsibilities of the owner's representative for 18 state-owned corporations and groups will be transferred to the Ministry of Finance.


The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government has just issued Document No. 35 dated January 23, 2025 on completing the plan to arrange and streamline the organizational apparatus.

The Government Steering Committee requested ministries, branches and localities to complete plans to arrange and streamline the organizational apparatus.

Accordingly, the Government Steering Committee requested ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to do a good job in political and ideological work, promptly resolve policies and regimes for cadres, civil servants, public employees, workers and other subjects, and ensure good performance of assigned tasks.

For ministries and ministerial-level agencies implementing plans to merge, consolidate, receive functions, tasks, organize apparatus, arrange and streamline apparatus, the Government Steering Committee assigns responsibilities to ministries and ministerial-level agencies to preside over and coordinate with relevant agencies to submit to the Government a draft Decree stipulating the functions, tasks, powers and organizational structure of their ministries and agencies before February 5 to collect opinions from Government members.

Then, urgently synthesize, absorb, and complete the opinions of Government members, submit to the Government for promulgation before February 10, ensuring it takes effect immediately after the National Assembly approves the Government's organizational structure.

The Government Steering Committee requests ministries and agencies to complete the development of decisions regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs.

At the same time, agree on the plan for handing over assets, finance, and state budget during the process of restructuring the apparatus according to the guidance of the Ministry of Finance. Agree on the plan for transitioning the management of programs, tasks, and public investment projects during the process of restructuring and perfecting the apparatus according to the guidance of the Ministry of Planning and Investment.

Ministries and agencies proactively request the Ministry of Public Security to register the seals of agencies, organizations and units that have changed their names according to the plan to rearrange and streamline the apparatus reported to the Politburo and the Central Steering Committee, ensuring that after the Central and the National Assembly approve, they can immediately start operating in accordance with the provisions of law.

As for the 6 agencies including: Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, by January 20, they had submitted to the Government a draft Decree stipulating functions, tasks, powers and organizational structure.

The Government Steering Committee requested these agencies to promptly receive and explain the opinions of Government members to complete the draft Decree regulating the functions, tasks, powers and organizational structure of their agencies, and submit it to the Government for promulgation before February 3.

Regarding the Ministry of Public Security, based on the conclusion of the Politburo, the Government Steering Committee proposed to complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.

At the same time, proactively guide provincial police to implement the Project on reorganizing district-level police and perfect the functions, tasks and powers of provincial police according to the direction of the Politburo and the Central Executive Committee.

The Government Steering Committee requested the Government Inspectorate to complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to the policies of the Politburo and the Central Executive Committee.

The Government Steering Committee assigned the Ministry of Home Affairs to submit to the Government a Resolution to dissolve the State Capital Management Committee at Enterprises after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance; transferring the rights, obligations, and responsibilities of the owner's representative for 18 state-owned corporations and groups currently managed by the State Capital Management Committee at Enterprises to the Ministry of Finance; transferring the rights, obligations, and responsibilities of the owner's representative for MobiFone Telecommunications Corporation to the Ministry of Public Security.

In addition, submit to the Prime Minister a decision to dissolve the National Financial Supervision Committee after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance, the State Bank of Vietnam, and the Government Office.
