Discussing the draft Law on the Capital (amended), delegate Van Thi Bach Tuyet (HCMC) was interested in the regulations on ensuring social order and safety in the capital. Accordingly, the draft law adds 3 areas in which Hanoi is allowed to impose fines higher but not more than twice the general fines prescribed by the Government, including fire prevention and fighting; food hygiene and safety and advertising.
The regulation on measures to prevent and ensure handling of administrative violations is to stop providing electricity and water services at the location of the violation for construction works, production and business establishments that violate the regulations on land, construction, housing, fire prevention and fighting.

Delegate Van Thi Bach Tuyet agreed with the draft law and supported the measure of cutting off water and electricity at the location of violations for construction works, production and business establishments violating the laws on land, construction, housing, fire prevention and fighting.
According to the delegate, when amending the law on handling administrative violations, Ho Chi Minh City had many opinions suggesting using this measure when violators did not comply with the administrative penalty decision. However, at that time, many delegates said that this affected human rights.
“Stopping the power supply is to prevent violations by businesses, not to stop the power supply to households. When Hanoi proposed adding this measure, I completely agreed. Here, the distinction is very clear: stopping the power supply is to prevent violations, not to stop affecting people,” said Deputy Van Thi Bach Tuyet.
One of the contents of the draft law is the regulation on the capital city government, including the organizational model, implementing the model of not organizing ward People's Councils in Hanoi according to Resolution No. 97 and adding cities under Hanoi city. Delegate Nguyen Thi Hong Hanh (HCMC) is interested in the model of a city within Hanoi city. However, the delegate believes that the authority of this model in the draft law is still vague, mainly limited to the organizational apparatus.

Therefore, the delegate suggested studying stronger decentralization, assigning more tasks to the city-within-a-city model. “The review report said that model does not exist in Hanoi yet, so it needs time, but I think the institution needs to go one step ahead. The practice in Ho Chi Minh City already exists, that is Thu Duc City, Hanoi needs to be bolder in implementing this model,” delegate Nguyen Thi Hong Hanh stated.
The delegate also said that Hanoi should study and apply the urban government model like in Ho Chi Minh City and Da Nang City (no People's Councils in districts and wards), because these two places have implemented it effectively. Ho Chi Minh City is no longer a pilot but has been officially implemented.

Sharing the same view, Deputy Nguyen Minh Hoang (HCMC) said that Hanoi still maintains the District People's Council, so it is necessary to study the urban government model of HCMC and Da Nang.
Regarding attracting high-quality human resources for Hanoi, Deputy Nguyen Minh Hoang suggested that there should be a strong enough mechanism to ensure that those who are excellent will be selected. In addition, it is necessary to build a culture of Hanoi people. Regarding the development of Hanoi's cultural industry, the draft law is still general, not clear, the draft law needs to be further improved.
Delegate Nguyen Minh Minh Duc (HCMC) expressed concerns about the current traffic situation in the capital, with an overloaded population and limited traffic infrastructure. Therefore, the law must provide a mechanism for a breakthrough. It is necessary to aim like other capitals in bringing people into urban areas and reserving land for parks and green spaces, only then can development take place. It is necessary to develop a metro system, but the effectiveness of the current elevated road has not been fully evaluated, so attention should be paid to this issue. Hanoi's planning also needs to take into account the revised Planning Law and Land Law to ensure that there is no more chaos or lack of uniformity.
Deputy Nguyen Minh Duc also stated that the capital is responsible for the central lines to treat people across the country. Solving this problem is very difficult, to do so, there must be more medical teams, and compensation to have land to build hospitals. The draft law needs to supplement more specific mechanisms, including the mechanism for linking the development of the capital region. It is necessary to set out a roadmap, calculate the planning of the region, the provinces bordering Hanoi associated with the characteristics and economic development capacity. These are issues that need to be thoroughly studied to be institutionalized in the law. If we only revolve around issues of the apparatus model, administrative organization... like other provinces and cities with special mechanisms, it will be difficult to achieve the goal of building and developing the capital "civilized - civilized - modern", Deputy Nguyen Minh Duc said.
