Today, June 7, the National Assembly held a plenary session in the hall to discuss the Draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.

After 5 years of implementing Resolution No. 43-NQ/TW of the Politburo and 3 years of implementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of the Urban Government Model and a number of specific mechanisms and policies for the development of Da Nang, it can be seen that Da Nang has achieved many outstanding results, especially affirming that the implementation of the model of organizing a single-level urban government in the city according to the Party's policy from Resolution 5 of the 10th Central Committee and other resolutions is correct and suitable to the characteristics of the city.

Thereby, the state administrative apparatus from the city to the district and ward levels operates effectively and efficiently; ensures unity and continuity; decentralization and delegation of authority from the city government to the district and ward governments are promoted; intermediate steps are reduced, procedures are shortened and simplified, and the time for handling work of state agencies is shortened.

However, the process of implementing the urban model still has some problems that need to be resolved. In addition, it is necessary to add specific, outstanding, and breakthrough policies to create more motivation and influence for Da Nang to continue to develop.

At the discussion session, Deputy Chairman of Quang Tri Provincial People's Committee Ha Sy Dong agreed to issue this resolution and gave some comments on the draft resolution, specifically:

Firstly, regarding decentralization, delegate Ha Sy Dong said that the draft resolution has shown that many areas in the management activities of Da Nang City have been strongly decentralized. However, there is an issue that needs to be further promoted to promote the city's self-management and self-responsibility role in building a team of cadres, civil servants, and public employees and improving the efficiency of the administrative apparatus and the public service system, which is the issue of payroll management.

The National Assembly considered and issued a Resolution amending and supplementing Resolution 119/2020/QH14, in which there was a very progressive step, although the Law on Cadres and Civil Servants (CBCC) has not been amended, which is not to distinguish between CBCCs at commune and ward levels and district and provincial levels; CBCCs working at wards and communes are under the district-level payroll, or to be exact, CBCCs working at wards and communes are no longer called "commune-level CBCCs", but are clearly identified as CBCCs and are under the total payroll of CBCCs of Da Nang.

Delegates said that the draft resolution only assigns the authority to decide on the number of civil servants working in wards and communes in Da Nang to the People's Council of Da Nang City. The decision of Da Nang City does not fully demonstrate the Party's policy of promoting decentralization and delegation of authority. Delegating to Da Nang the authority to decide on a part of the city's number of civil servants can be called "half-hearted decentralization".

In the trend of promoting decentralization and delegation of authority between the central government and local governments, delegate Ha Sy Dong said that we should boldly promote decentralization in staff management and suggested that the Drafting Committee should reconsider this issue. The staffing of civil servants in Da Nang City according to this draft resolution is a unified block from the city to districts and wards, so we propose that the National Assembly decentralize the decision on staffing of civil servants to Da Nang; with control, inspection and examination by the central government.

Second, regarding the building of a team of civil servants, policies to attract and use talents and develop high-quality human resources, this draft resolution has proposed 21 specific policies for the development of Da Nang, especially allowing the pilot establishment of a Da Nang Free Trade Zone, developing innovative start-up projects, attracting strategic investors associated with training, artificial intelligence (AI) technology, developing semiconductor chips, biotechnology, automation technology, new materials, clean energy, etc. Delegate Ha Sy Dong said that in order to implement such specific mechanisms and policies, it is indispensable to have policies to improve the quality of the team of cadres, civil servants, and public employees as well as developing high-quality human resources, attracting and using talents.

However, the draft resolution submitted by the Government has not mentioned solutions and responsibilities for implementation. The resolution proposes that the city decide on the income level for experts, scientists, and talented people in the city. However, it has not mentioned the salary and treatment policy for scientists, experts, and talented people.

From there, delegate Ha Sy Dong proposed adding 3 more policies, including: mechanisms and policies to build and improve the quality of cadres, civil servants and public employees; mechanisms and policies to attract and promote talents; mechanisms and policies to develop high-quality human resources.

Third, regarding urban management and environmental resources, delegates proposed applying a special mechanism in granting mineral exploitation licenses to implement the project to establish the Da Nang Free Trade Zone associated with Lien Chieu Port, ports, port logistics service areas, and logistics for investors and contractors of the project.

The delegates proposed that the City People's Committee be authorized to approve mineral areas for common construction materials that are included in the mineral planning and meet the standards to serve the construction of the Da Nang Free Trade Zone Project associated with Lien Chieu Port, ports, port logistics service areas, and logistics, which are areas where mineral exploitation rights are not auctioned in accordance with the provisions of Decree 158/2016/ND-CP dated November 29, 2016 on the implementation of the Law on Minerals.

Regarding the mining licensing procedures, delegate Ha Sy Dong proposed allowing investors and construction contractors not to carry out the licensing procedures for mining minerals for common construction materials included in the construction materials survey dossier serving the Da Nang Free Trade Zone Project associated with Lien Chieu Port, ports, port logistics service areas, and logistics to ensure on-site material supply; only prepare a dossier to register the area, capacity, volume, method, equipment, and plan for mining minerals for common construction materials according to the provisions of Decree 158/2016/ND-CP and guiding documents.
