This morning, June 20, the National Assembly discussed in groups the draft laws amending and supplementing a number of articles of important laws, including the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15 and the Law on Credit Institutions No. 32/2024/QH15. These are draft laws that have a profound impact on the economic, social and people's lives, thus attracting special attention from delegates.
In the discussion, delegate Ha Sy Dong, member of the National Assembly's Finance and Budget Committee and Permanent Vice Chairman of the Quang Tri Provincial People's Committee, expressed his views on the importance of the early promulgation of these laws. The delegate said that businesses and people are eagerly waiting for these laws to take effect for implementation. The current laws still have many shortcomings, causing overlap and contradictions in understanding and implementation, leading to many difficulties for state officials in carrying out their responsibilities, slowing down the economic development process.

Delegate Ha Sy Dong emphasized that the Land Law has a total of 260 Articles, of which 96 Articles require the Government to guide implementation. In recent times, the Government and ministries and branches have actively sought opinions from localities to develop timely decrees, to ensure that when the law comes into effect, implementation will take place immediately. The delegate also appreciated the National Assembly's flexibility in allowing some provisions of the Land Law, such as Article 248 and Article 190, to take effect from April 1, 2024, helping to facilitate localities in the implementation process.
However, delegate Ha Sy Dong also pointed out that currently, the remaining 3 Laws do not have specific guiding documents for implementation. This causes many problems, and if they continue to be postponed until the next session, it will increase difficulties. Therefore, the delegate proposed that the National Assembly soon allow these 4 Laws to take effect from August 1, 2024 and at the same time request the Government, relevant ministries and branches to promptly issue decrees and circulars guiding the implementation as soon as the laws take effect. This will help people and businesses have confidence and motivation to invest and develop the socio-economy in the current period.
Delegate Ha Sy Dong also said that these laws have many new and progressive points, overcoming the shortcomings and limitations of previous laws. Local people and businesses are looking forward to and expecting to create motivation and confidence to invest in socio-economic development. The Land Law, Housing Law and Real Estate Business Law are important laws, closely linked in the management and use of land resources, development of the real estate market, housing market and land use rights.
In particular, these laws institutionalize many Party guidelines and new State policies, aiming to overcome the shortcomings and inadequacies that have been pointed out, contributing to political stability, social security, protecting the legitimate rights and interests of people and businesses, and creating momentum for socio-economic development in the new period.
The Standing Vice Chairman of the People's Committee of Quang Tri province also paid special attention to the Law on Real Estate Business, with a total of 198 articles.
Some provisions can be applied immediately, such as the healthy development of the real estate market, exemption of land use fees and land rental fees for land use conversion, social housing and housing for meritorious people, ethnic minorities and low-income people.
However, this Law also has 52 provisions that require the Government to provide guidance on implementation, and to date there has been no specific guidance document. However, delegates believe that the Government is actively preparing and will soon issue decrees and circulars when the law takes effect from August 1, 2024.
Once again, delegate Ha Sy Dong emphasized and wished and recommended that the National Assembly soon allow the passage of these 4 Laws to take effect from August 1, 2024. The delegate said that the delay in the current transition period causes difficulties for businesses and people, so a timely decision from the National Assembly is needed.
