National Assembly delegate Pham Van Hoa (Dong Thap) expressed his opinion when speaking at the discussion session on the draft Law on Electricity (amended) on November 7.

Delegates expressed their approval of the need to amend the law to overcome shortcomings and obstacles in electricity prices, cross-subsidies, development of new energy, renewable energy, environmental treatment, state management of energy, etc.

Commenting on the revised regulations on electricity prices and electricity service prices, Mr. Hoa suggested clarifying and supplementing specific regulations on ensuring a stable electricity price structure and a two-component electricity price mechanism.

At the same time, there is a clear roadmap to eliminate cross-subsidy between customer groups, ensuring equality, following market principles and encouraging energy saving in production.

“I agree with the implementation of two-component electricity prices: capacity and output, to be clear and transparent and to end cross-subsidy. We cannot let one customer charge a high price to compensate for another customer's low price,” said Mr. Hoa.

According to Mr. Hoa: “If we continue to compensate for prices, we will not encourage saving and use, and will not be equal to each other. We must apply market prices. As for preferential policies, the state will compensate. We cannot let the telegraph industry lose money every year due to having to compensate for price differences, buying high and selling high, we cannot buy high and sell low.”

The Dong Thap delegation also said that policies to encourage and support the development of electricity projects are very necessary because the demand for electricity in all fields is very large. While state resources are limited, there should be policies to attract investment from non-state enterprises.

He said that in each period, the Government has specific regulations, especially policies for developing electricity in rural areas, ethnic minority areas, mountainous areas, border islands, and areas with special economic difficulties because the current demand for electricity is very urgent, but investment in the past has been somewhat limited, there are places where there is no electricity to use, if there is, people use batteries, accumulators, solar power...

“Regarding the policy of developing renewable energy and new electricity, including wind power, solar power, offshore wind power, wave power, etc. However, it is necessary to calculate the benefits of the state and investors, especially new energy sources that our country has not yet implemented such as wave power, offshore wind power, and ocean current power,” Mr. Hoa stated.

Export electricity price should be decided by enterprises

Meanwhile, delegate Nguyen Duy Thanh said the bill stipulates that the electricity export price is established by the electricity unit in the case of exporting electricity to foreign countries via the national grid. The electricity seller shall base on the principles and regulations on retail electricity prices to negotiate and agree with the electricity buyer.

Delegates said that this regulation is not suitable because the investment is made by enterprises, so the electricity price must be decided by enterprises after fulfilling their budget payment obligations to the state. If the electricity unit decides the price, it will lead to losses and be unreasonable.

Mr. Thanh said that the project "Electricity export of Ca Mau province" has been directed by the Prime Minister in Official Dispatch No. 647 of 2023. He proposed that the Government and the Prime Minister soon give instructions to the Ministry of Industry and Trade to guide localities to soon implement it.

“Many businesses have registered to invest in wind power for export in Ca Mau. Currently, there are Singaporean partners who are asking to buy electricity from Ca Mau to run an underground cable network across the sea from Ca Mau Cape to Singapore without going through the national grid. The money invested by businesses should be left to the businesses to negotiate a reasonable price to sell to foreign partners, because this issue is not related to EVN,” said Mr. Thanh.
